Role of California Department of Education Regulatory Role: Site and Plans Review and Approval • Education Code Section 17251 • Develop standards for school sites and plans • Standards in California Code of Regulations, Title 5 (Title 5) • All public school sites & plans regardless of funding source must meet Title 5 • If state funds requested, California Department of Education (CDE) approval required • Advisory Role: Advisory and Best Practices • Master planning • Educational specifications • Safety, health and security • Facility innovation

  3. Role of the Division of the State Architect Plan review for school construction • Structural Safety • Fire and Live Safety • Accessibility • Energy Efficiency (for high performance funding) • Seismic Analysis for seismic & modernization projects Code and Regulation Development

Role of the Office of Public School Construction Office of Public School Construction (OPSC) serves as staff to the State Allocation Board (SAB) State Allocation Board Membership: • Superintendent of Public Instruction • Directors of Finance, General Services • Six legislators • At-large Governor’s Appointee • Approves eligibility for funding • Allocates funds • Sets policy • Ensures accountability through audits

  13. Construction Documents • Architect draws plan sets (formerly known as blueprints)

  14. Intake • District submits three sets of complete plans & specifications to DSA and one set of plans to CDE • DSA completes a quick review of the plans for completion

  15. Plan Review • DSA conducts three concurrent reviews • Structural • Fire & Life Safety • Access • Plans are returned to district architect with DSA comments

  16. Back Check • District architect resubmits plans with DSA comments addressed • DSA verifies issues have been addressed • DSA issues ID stamp and approval letter • CDE approves plans

  17. State Matching Funds • District submits updated eligibility calculations • Funding application submitted from district • OPSC reviews funding application • OPSC makes funding recommendation and seeks SAB Approval

  18. Bid Phase • District bids project according to Public Contract Code • Bid awarded and construction team established

  19. State Funds Released • District certifies commitment to construction • Local funding match is certified • Inspector of Record Hired • Responsible for ensuring project is built to DSA-certified plans • Works for the district, under direction of design professional and can be supervised by DSA

  20. Construction • Construction team in place, including subcontractors • District monitors progress of project • DTSC involvement if applicable • Annual Expenditure Reports • Reports to OPSC/SAB on progress of construction project

  21. Final payment, • waivers and releases • Has contactor completed all work on punch list • All certifications and warranties delivered from contractor • Equipment commissioned, tested and training complete • Waivers received to ensure payment not made twice by district

  22. Project Close-Out • with DSA • DSA reviews closeout checklist • DSA issues a Certification Letter & closes the project file
