  4. House Bill 3103 • Changes the Definition for Regulated Facilities • Formerly a Facility was Regulated if: • Oil was Received from: Tank Vessels, • Barges , or Pipelines • New Definition is for Facilities that: • Transfers Oil over Navigable Waters of the State.

  5. House Bill 2233 Provides DEQ authority to Board Vessels for Purposes of Investigation, Control and Management of Oil or Hazardous Materials Adds a vessel in imminent danger of sinking to definition of “Threatened Spill or Release”
