Regional Haze Technical Analysis Forum: Supporting Haze Plans and Implementation

This document discusses the proposed formation of the Regional Haze Technical Analysis Forum (TAF) to support haze plans due in 12/07 and assist with initial implementation in 2008. The TAF aims to provide integrated technical support, manage analyses, and interact with haze planners.

Next Steps • Across all Forums and Workgroups, assess current and planned projects to determine if needs of States are met toward: • Completing Regional Haze plans due 12/07; and • Supporting initial implementation in 2008. • Emissions-related Forums (SSJF, FEJF, DEJF, EF) continue focus on completing work for haze planning • Propose combining Modeling Forum, Ambient Monitoring Forum, & Attribution of Haze Workgroup activities into a “Technical Analysis Forum” • Review concept at this meeting, more detail later in this talk • Move to less frequent in-person meetings (2/year), supplemented with conference calls • Revise travel reimbursement policy if needed

Transition to Proposed Technical Analysis Forum • Efficiency • Integrated technical support for haze plans & other analyses • Evolution – reasons to merge & change focus: • Funding • Individual Forums/WGs have completed mission • Incremental change, rather than going to a single technical committee like other RPOs use • “Go to” Forum for haze planners: • Ongoing data access, results, & technical support • Manage & execute requests for modeling & other analyses to support haze planning • TAF Role as Action Group • Assist in project workplan/budget management & provide direction to Technical Coordinator for these activities • Report project activities to TOC • Interact with haze planners to assemble, manage, & complete technical analyses needed for 2007 haze planning & 2008 implementation

Proposed Technical Analysis Forum – Structure & Duties • Structure • Modeling Forum, AoH Workgroup, & Ambient Monitoring Forum: many of the same individuals are presently active in more than one of these groups • Populate TAF by merging membership & E-Mail lists for these groups • Establish TAF page on WRAP website, merging projects & reports from the 3 groups into 1 • Duties • Provide oversight to Technical Coordinator management of contractor activities listed earlier • Develop method & schedule to periodically interact with haze planners to identify technical work needed and report completed analysis results • Meet monthly to assess progress on projects,

Example Topics for TAF Action • Regional Modeling Center • Data/Technology Transfer Activities • Set guidelines for budget & technical support needed from RMC • Set guidelines for RMC and Technical Coordinator to apply in assessing requests for support • Control Strategy Modeling Activities in support of Haze Planning • Assemble & consider how to answer questions from haze planners using regional modeling analysis tools • Work on an ongoing basis with haze planners (and SSJF, FEJF, & DEJF as needed) to assemble modeling scenarios for 2-3 control strategy modeling runs in 2007 • In 2008, provide technical guidance on using modeling tools to answer questions about haze SIP findings
