  4. 电子化采购计划申报、合同备案操作流程 • 采购计划申报 • 一、采购单位注册信息,等待管理人员审核 • 二、财政局政府采购科管理人员审核采购单位注册信息 • 三、采购单位申报采购计划(包括小额采购) • 四、财政局管理人员审批采购计划 • 1 、支出业务科室初审(主要审采购资金) • 2 、支出业务科室终审(主要审采购资金) • 3 、政府采购科室初审(主要审采购方式) • 4 、政府采购科室终审(主要审采购方式) • 五、采购单位选择采购代理机构(需招标的项目应选择洛阳市政府采购中心) • 六、政府采购科编写政府采购计划编号 • 注:《采购计划申请表》打印三份盖公章,一份报国库支付中心(需财政直接支付的采购项目) ,一份采购单位自备作为会计凭证之一,若是需要政府采购中心招标的项目,第三份交采购中心。 • 合同备案 • 七、采购单位填报合同基本信息,上传采购合同和《资金支付申请表》 • 八、政府采购科审核备案合同 • 九、采购单位打印《采购资金申请表》一式二份,并盖财务专用章,一份报国库支付中心申请直接支付采购资金,一份采购单位自备作为会计凭证之一。

  7. 点击互诚通客户端软件 点击打开或保存均可

  12. 点击左边使用口令方式登录 输入登录账号、输入密码、输入校验码

  13. 一.采购单位注册 登录洛阳市政府采购网(http://luoyang.hngp.gov.cn/luoyang/) • 在左上角的“会员登录”处点击“立即注册”

  14. 进入角色选择页面

  17. 提示: a.注册区域的选择,采购单位注册区域应选择为“洛阳市市直”,注册区域选择方法如下:点击 “注册区域”右侧的黑色小箭头 弹出区域树,点击“洛阳市市直”

  18. 在“注册区域”列表框中显示所选择的区域信息在“注册区域”列表框中显示所选择的区域信息 b. 上级预算单位的选择 (上级预算单位的选择分为两种情况:第一种为采购单位本身为一级预算单位;第二种为采购单位为非一级预算单位。上级预算单位必须先注册(如教育局机关),二级单位方可注册。) 点击“上级预算单位”右侧的黑色小箭头选择相应预算单位

  19. 采购单位为一级预算单位 进入“选择上级预算单位”页面,显示已注册采购单位的相关信息,当前的“是否一级预算单位”默认值为“是”。如果不是一级预算单位请点击“否”,选择相应的上级单位

  20. 滚动条下拉,点击“确定”,在“上级预算单位”框中选择“一级预算单位”滚动条下拉,点击“确定”,在“上级预算单位”框中选择“一级预算单位” 非一级预算单位 (对于非一级预算单位在选择上级预算单位时必须确定其上级预算单位已经注册,请联系上级预算单位先行注册) 在“选择上级预算单位”页面中,“是否一级预算单位”选择为“否” 在“单位名称”查询框中输入上级预算单位名称的关键字,点击“查询”,快速定位至目标位置(也可直接在预算单位中进行选择)

  21. 采购单位信息录入完毕, 单击“下一步”, 进入管理员信息设置页面(带“*”号项为必填项)

  22. 点击“注册完成”,弹出登录账号(请牢记此号)点击“注册完成”,弹出登录账号(请牢记此号) • 点击“确定”,提示您注册成功,至此完成网上注册

  23. 网上注册完成,等待财政部门进行审批

  24. 提示: 当财政部门尚未对采购单位信息进行审批时, 采购单位使用口令方式登录后显示的仍是注册时的页面;当审批通过后, 采购单位使用口令方式登录后看到的系统界面如下:

  25. 二.登录 登录洛阳市政府采购网(http://luoyang.hngp.gov.cn/luoyang/)

  26. 在左上角的“会员登录”处点击“使用口令方式登录”在左上角的“会员登录”处点击“使用口令方式登录” 进入帐号登录页面,输入帐号、密码、校验码后点击下一步

  27. 三.修改密码 如需要更改密码:进入登陆页面后点击“系统管理”,点击“个人信息修改”,“修改密码”进行更改密码并保存。

  28. 四.采购计划申报

  29. 4.1计划申报 点击“监督管理”左侧的“采购计划申报” 点击右上角的“增加”

  30. 录入采购计划信息

  31. 提示: a.审批流程 在实际情况中如果不需要主管单位审批时,可以将相应的对钩去掉 b.财政预算金额 选择相应的预算类别,将预算金额输入到相应的框中,输入的纯数字,不需要单位

  32. c.付款方式 按照实际情况将付款方式输入相应的框内,纯数字不需要单位 d.采购内容 选中需要采购的物品名称后点击下面的“确定”按钮

  33. 当采购内容多于一种,点击右侧的“增加采购内容”当采购内容多于一种,点击右侧的“增加采购内容” e.拟申请采购方式 选中采购内容前面的方框后,点击右侧的“拟申请采购方式”

  34. 选择所需的采购方式,点击确定 选完采购方式后按“确定按钮” 录完信息后点击“保存 “

  35. f.项目资金财政管理口 如资金不从相应上级部门拨款,请点击“选择”查找拨款的业务处名称

  36. 4.2计划修改 在“我的采购计划”中,找到相应的计划点击操作中的“修改”

  37. 修改完信息后,点击“保存”

  38. 4.3计划删除 在“我的采购计划”中,点击相应计划后面的“删除” 提示是否确认,点击“确定”

  39. 4.4计划提交 确认计划无误后点击“提交” 点击“操作”栏中的“提交”,提示“您确定要提交该数据么?” 点击“确定”,提示“数据操作成功!”

  40. 点击“确定”,等待相关部门审批 (对于退回的采购计划可以在“采购计划申报”列表中进行查看、修改、删除及重新提交)

  41. 4.5计划查询 点击“监督管理”下的“采购计划查询”,右侧就会将所有已经提交出去的计划显示出来

  42. 点击操作中的“查看”,可以看到相应计划的审批环节点击操作中的“查看”,可以看到相应计划的审批环节 4.6代理机构选择 采购单位登录后,会在待办事项中显示需要选择代理机构的计划

  44. 选中代理机构后“确定 ” 点击“提交”

  45. 系统提示是否确定流程流转至下一环节 确定之后操作成功提示

  46. 4.7采购项目申请打印 当计划状态为采购中时,点击“操作”栏中的"采购计划申请表"

  47. 查看打印申请表 并打印出来 点击上方的“PDF”按钮即可打印 (打印一定要带水印否则无效)

  48. 五.合同管理 5.1合同备案 点击上方的“操作执行”后,点击左侧的“合同备案”
