STRATEGIC GUIDANCE Theta operates within the National Skills Development Strategy • National priorities outlined in the NSDS (2005 2010) • Prioritise and Communicate critical skills • Stimulate quality training in the workplace • Promote employability and sustainable livelihoods through skills development • Assist designated group including new entrants into the labour market and self employment • Improve quality and relevance of provision

ACHIEVEMENTS First 5 year cycle • 97 000 workers on NQF 1 – achievement 54% of target • 140 000 average per year completed structured learning - achieved 151% • 24 Enterprises in IIP – achieved 120% • 2403 SMME’s supported in skills dev. Initiatives - achieved 173% • 6919 in learnerships registered – achieved 46% • Rating – 61% - 80% considered over performance

  5. TARGETS Next 5 year cycle • Mandatory grants payments to 60 large, 92 medium and 468 small firms per annum • 20 Firms on National Standard of Goods Practice • BEE – not yet established • 25000 learners on ABET level 4 • 2750 unemployed learners on learnerships

TARGETS Next 5 year cycle • 82 non paying levy firms assisted in skills development • 7500 learners in critical skills (FET/HET) • 409 young persons to form new ventures • 10 institutions supported to developed people in critical skills • 1 institute supported to manage new venture creation qualification

DEMAND FOR SKILLS • Management and leadership development in sector Targets groups – unemployed graduates, teacher training to produce against industry needs • Assessor and moderator training • HIV/Aids training • ABET • IT – computer literacy • Financial management skills • Link between training institutions and industry regarding qualifications needed

SKILLS SHORTAGES • Shortage of qualified sports personnel • Sport practitioners are mainly volunteers • Shortage in managers and sport administrators of sport and recreation facilities and sport federations • Need - Trainers for beginners and specialist trainers • Multi skills training in fitness, sport and coaching is needed • Senior management level training – huge gap

STRATEGY GOING FORWARD • Continued collaboration with SRSA • Continued input by THETA at Technical Intergovernmental Committee • Continued participation by Sport at THETA Board • Demarcate initiatives by sub-sector • Lay more emphasis on demographics in particular, rural, youth and disability.

STRATEGY GOING FORWARD • PROVIDER CAPACITY – assist with accreditation processes, develop and upgrade capacity of assessors. • FUNDING – lack of funds is a huge constraint - assistance needed from DoL and DEAT ( including donor funding from private institutions and other countries). • QUALIFICATIONS FRAMEWORK – current to be reviewed, new ones developed. • COLLABORATION BETWEEN STAKEHOLDERS – one driver, analyse over lapping • SMME – lack of finance, lack of Tourism, marketing and business knowledge CONSTRAINTS

LEARNERSHIP TARGETS • THETA is committed to spend R 10.1 million to Sports Learnerships during 2005-2006 • 450 unemployed learners on THETA sponsored Learnerships • Commit to a further 300 to 400 on average per annum for Learnerships up to 2009 • Total commitment from THETA – R 40 million over 5 years to the development of sports through Learnerships
