What are We Voting on? • The Behavioral Health Standards Group (BHS) supports the development of standards needed to enable robust patient privacy consent and EHRs • HL7 has 3 Consent Standards: • Data Consent Message • Masking Message • Shared Secret Message • HL7 has an Electronic Health Record System Functional Model

  3. NOTE: • The next 20 slides describes the ballot content • Skip to Slide 22 if you just want voting instructions

Data Consent Message Captures the information needed to record: • A patient’s granting or revocation of consent for the collection, access, or use of health information • A provider’s decision to override a patient’s consent directives A patient’s consent directives may be specified by a privacy policy, e.g., type of role-based access Patient information that may be the subject of consent messages include: • Health Conditions • Observations • Treatments • Lab orders and results • Medication • Diagnostic imaging

Masking Message • Enables a provider to restrict access to all or a portion of a patient’s record in an EHR • Once information is masked, it is not available for general viewing or updating unless • Consent Directives enable certain providers to access • The patient gives a provider the “Shared Secret” or password • However, provisions are typically provided to allow access under special circumstances such as medical emergencies

Shared Secret Message • Captures the information needed to record a patient's shared secret, also known as keyword or password, that is used by the patient to unlock masked health information • Use when a patient has: • Not previously consented to disclose health information to a type of or a specific provider • Masked health information

HL7 EHR System Functional Model • The HL7 EHR-S FM is a standardized model of the functions that may be present in EHR Systems • Focus is on the system functionalities, not the content of electronic health records • Functions are described from a user perspective • Enables consistent expression of system functionality • Could be a single system or a system-of-systems • Implementation agnostic

Voting • Voting members of HL7 will be able to log on to http://www.hl7.org/ctl.cfm?action=home.sitelogin • Or go directly to the Ballot Desktop at http://hl7.org/ctl.cfm?action=ballots.home • Make sure that it is the January 2007 Ballot – otherwise, use left hand navigation bar to get there • Members need to log on • If you are not a member, you can vote by paying an administrative fee of $100 per ballot pool. Ballot Information Ballot Open/Close Dates • All ballot pools open and close for voting on the following dates • Ballot open date: December 6, 2006 • Ballot close date: January 4, 2006 • All ballot dates are inclusive: votes cannot be cast before the beginning date or after the ending date of al ballot pool. Please note that all times are tracked in the Eastern Time Zone (US) Ballot Pool Signup • Within two weeks prior to the ballot opening, sign up for all pools will be available. To sign up for any ballot pool at that time, point your browser to http://www.hl7.org/ctl.cfm?action=ballots.home Ballot Pool Help • If you have any problems with the ballot desktop, joining, or voting, please contact the HL7 Director of Technical Services at webmaster@HL7.org

  32. Listing of Your Ballot Pools Step 3: Click on the January Ballot again When the page refreshes, you should have a list of selected ballot pools

  33. Next: Click on Voting Tab Click on Voting Tab and Vote! Vote. You may add affirmative comments. You must add comment if your vote is negative No need to upload comments unless voting negative on details

  35. When You are Done You should get a summary of your vote You can change your mind until midnight EST January 4, 2007 – just revote
