Purpose of Workshop • Provide early information to both Boards • Receive early direction to develop strategies for: • Influencing future programming policies and decisions by MTC,CTC, and Caltrans • Outreaching to and engaging Local Stakeholders • Outreaching to and engaging Local jurisdictions in Alameda County • Having one voice on priorities for improvements in the County using potential Bond funds • Engaging our Legislative Delegation in Sacramento • Maximize the County’s receipt of Bond Funds

  3. Bond Package Summary • Five Propositions with dollars • Prop 1A – Prop 42 Firewall • Prop 1B -- $19.9 billion for Transportation • Prop 1C -- $2.85 billion for Housing • Prop 1D -- $10.4 billion for Education • Prop 1E -- $4.1 billion for Flood Protection

Bond Package Summary • Four Trailer Bills as Implementation Legislation • AB 1039 – CEQA exemption for specific transportation and flood control projects • AB 1468 – 4 toll roads and 4 high occupancy toll (HOT) lanes. • AB143 – 10 design-build projects (failed passage in the Assembly) • SCA 7 – Prop 42 protection

Proposition 1B -- Transportation Bond or Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006 (SB 1266 – Perata) • $4.5 billion for Corridor Mobility Improvements • $3.1 billion for California Ports Infrastructure, Security, and Air Quality Improvement Account -- $2 billion for Trade Corridor Improvements • $1 billion for State-Local Partnership Fund • $2 billion for STIP • $4 billion for Public Transportation Modernization, Improvements, and Service Enhancements • $2 billion for Local Streets and Road Improvements and Traffic Safety • $1 billion for Transit System Safety and Disaster Response • $125 million for Local Bridges Seismic Retrofit • $250 million for high priority railroad-highway grade separations • $750 million for the SHOPP • $200 million for School Bus Retrofitting and Replacement

  6. Prop 1C – Housing Bond • $2.85 billion total • Includes $300 million in Grants for Transit Oriented Development

  7. Let’s Focus on Three Funding Programs in the Transportation Bond… • The Corridor Mobility Improvement -- $4.5 billion • The Trade Corridors Improvement -- $2 billion • State Local Partnership -- $1 billion

Corridor Mobility Improvements • $4.5 billion, subject to north-south 40/60 split • Known Deadlines • CTC adopts guidelines by December 1, 2006 • We must nominate projects by January 15, 2007 • CTC adopts initial program of projects by March 1, 2007 • Known Eligibility Criteria for Projects • Must have a high priority at both the State and regional levels or local funds dedicated to the project. • Must able to start Construction by December 31, 2012. • Improves mobility in a high-congestion corridor, improves connectivity of the State highway system, or improves operations and safety of a highway. • Improves access to jobs, housing, markets, and commerce.

Corridor Mobility Improvements … Issues • Are Transit Projects Eligible, such as BART Extension to Warm Springs? • How will the Region and the State prioritize projects? • What will be the CMA and ACTIA programming principles? • What will be the process for CMA and ACTIA staff to participate in the development of the guidelines at the State level?

  11. Corridor Mobility Improvements … Example Projects • Altamont Freight Corridor • I-580 Corridor in Tri-Valley • I-238 in Central County • I-880 in North and Central County • I-80 in North County • BART Extension to Warm Springs

Trade Corridors Improvements • $2 billion for federally designated “Trade Corridors of National Significance” • Deadlines not yet established • Known Eligibility Criteria for Projects • Provides highway capacity and operational improvements to move freight more efficiently • Truck Corridors improvements, including dedicated truck lanes • Freight rail system improvements • Enhances capacity and efficiency at Ports • Surface transportation improvements to facilitate goods movement to and from airports • Must have supplemental funding that is at least equal to the amount contributed by this fund

  13. Trade Corridor Improvements … Issues • How is “Trade Corridors of National Significance” defined? I-580, I-880, I-238? • What guidelines will CTC have? • Can the matching supplemental funds be State, Federal, or funds from other Infrastructure Bond Programs? • What will be the Port’s role?

  14. Trade Corridors Improvements … Example Projects • Various Altamont Freight Corridor Projects • I-580 Corridor in Tri-Valley • I-238 in Central County • I-880 in North and Central County • 7th Street/Union Pacific Railroad Grade Separation • I-880/23rd and I-880/29th Streets Interchanges

State Local Partnership Program • $1 billion to benefit those counties that have enacted a transportation sales tax program such as ACTA and ACTIA Measure B Program, or have other local funds for transportation • Will require a dollar-for-dollar match of local funds • Known Deadlines – CTC will allocate these funds over 5 years

  16. State Local Partnership Program … Issues • Matching ratio may be too high for the State to have sufficient funds to fund this program. Dollar-for-dollar matching ratio may not work. • What will be the criteria for project selection and what type of projects are eligible – transit, local streets, highways? • Are projects with STIP or other State funds (TCRP) eligible? • Are projects with local funds other than sales tax Measure funds eligible? • Will funds be used for construction only? • Follow up legislation may be required

  17. State Local Partnership Program … Example Projects • All Projects in the Measure B Expenditure Plans • Other locally funded projects • Eligibility and priorities depends on guidelines and readiness • Fund Exchange? • Only submit certain projects?

Recommendations • Approval of the Formation of a Working Group comprised of Board members from CMA, ACTIA, Port of Oakland, EDAB, BART, and AC Transit to solicit project needs and for advocacy • Approve a joint letter to the above agencies requesting their participation in the Working Group • Request that the respective Chairs of ACCMA and ACTIA to appoint 2 members from each Board to the Working Group

  19. Next Steps • Staff will coordinate with partner agencies (Caltrans, MTC, Port, etc.) on a list of candidate projects • Schedule a workshop with ACTAC in June to review candidate projects • Potential Board Actions in June: • Authorization to proceed with Project Study Reports for some candidate projects • Review of timeline for development of County project list • Adoption of action plan for outreach and engagement to other stakeholders (EDAB, Chambers, City Councils, Caltrans Director, Bay Area Legislative Delegation, etc.)
