Endcap RE2 Rate Simulation at 1034: Agreement with Measurements

This simulation evaluates the rate in Endcap RE2 at 1034 with ~40 hz/cm2, showing good agreement with measurements and extrapolations for ring 3 roll c. Note that rates and charges are per double gap RPC at 8 TeV, 14 TeV, and should be multiplied by ~1.5 for the latter energy.
