The ESL is a reference for participants in the program to use to find out what products and services E-rate will support How is the Eligible Services List created? Input from FCC Orders, USAC, and recommendations from the Public Comment Period

    7. 7 Basic Telephone Services Basic telephone services do NOT require a technology plan 800 service Centrex service Local phone service Long distance service POTS (Plain Old Telephone Service) Radio loop Wireless telephone services

    8. 8 Non-Basic Telecom Services Non-basic telecom services require a technology plan All services listed as Digital Transmission Services Includes but is not limited to: T-x, ATM, DSL, OC-x, Fiber Optic, DS-x, Frame Relay and PRI

    9. 9 Internet Access (Priority One)

    10. 10 Internet Access (IA) Basic conduit access to the Internet, E-mail service, and web hosting are eligible IA services Basic conduits include but are not limited to: Broadband over Power Lines (BPL) Cable Modem Digital Subscriber Line (DSL) Satellite T-x, DS-x, OC-x

    11. 11 Internal Connections (IC) (Priority Two)

    12. 12 Internal Connections Cabling and equipment located at the applicant site that are necessary to transport info to classrooms or publicly accessible rooms of a library Ex. Routers, switches, access points

    14. 14 Basic Maintenance of Internal Connections (Priority Two)

    15. 15 Basic Maintenance of IC Ensures the necessary and continued operation of eligible internal connection components at eligible locations Ex: Repair and upkeep of eligible hardware, wire and cable maintenance, and configuration changes

    17. 17 Miscellaneous Miscellaneous items reflect same category of the product or service Installation, activation, initial configuration, training, shipping, taxes and lease fees are all conditionally eligible

    19. Firewalls Currently, firewalls are eligible if bundled with Internet Access service Tentative conclusion – Separately priced firewalls are ineligible Comment sought – How separately priced firewalls are implemented and updating the definition of a basic firewall service 19

    20. Anti-Virus/Anti-Spam Software Currently, these services are not eligible Tentative conclusion – Anti-Virus/Anti-Spam Software are ineligible Comment sought – Whether this fits the definition of eligible software and whether there may be an adverse affect on the funds for other services 20

    21. Scheduling Services Currently, scheduling services are ineligible Tentative conclusion – Scheduling services are ineligible Comment sought – Whether this fits the definition of eligible software and if distance learning can occur without scheduling services 21

    22. Web Hosting Currently, web hosting is an eligible IA service Tentative conclusion – Web hosting is not eligible or only eligible as P2 Comment sought – Whether or not web hosting is essential to the education purposes of schools and libraries 22

    24. Wireless Internet Access Applications Currently, wireless IA applications are ineligible Tentative conclusion – Wireless IA applications such as GPS technology are ineligible Comment sought – How or why these applications serve an educational purpose 24

Community Use Effective for FY2009 and FY2010, after school hours use of services by the public was permitted Tentative conclusion – May not request additional funding for services supporting after hours use Limited to non-operating hours Services may not be sold, resold or transferred for money or anything of value Seeking comment – whether to adopt permanently for future FYs 25
