  3. Updates and developments • Sector news – e.g. schools, transport, waste • Procurement – e.g. competitive dialogue • Project programmes and timetables • Financial issues – e.g. NPDO, refinancing • Freedom of Information (FOI) • Dialogue with advisers

  4. Schools tranches • 10 projects now reached financial close. • 8 further projects to financial close by end of summer 2006. • 3 projects still to be advertised. • NPDO and WI models.

  5. Transport • Major infrastructure projects sector • Transport Scotland • EARL, GARL, Edinburgh Trams VfM work • M80, M8, Aberdeen Western Peripheral Road • Waverley upgrade • Borders Rail line

  6. Competitive Dialogue • New procurement procedure implemented for projects with OJEU date Feb 2006 onwards. • Expectation that all projects will now follow this. • PB period shortened to allow for slightly longer period of dialogue during bidding stage. • ITN now ITPD

  7. Programmes & Processes • Average procurement time now nearer 20 / 21 months than 18. • Important to note timescales for submission of FBCs, KSRs and contract derogations. • 19 Final Business Cases & 27 KSRs to go on schools alone. • Must leave time in programme for these.

  8. Revenue Support Grant • Remember submission of Annex A in autumn to confirm payments for 2007. • RSG phasing mechanism now bedded in.

  9. Freedom of Information • FOI requests not overwhelming. • SPD guidance. • Important to note significance of current progress of project in considering request. • Dialogue with SE welcomed.

  10. Dialogue with advisers • Recent seminars held by FPU with • Technical advisers; & • Financial advisers. • Project costing and affordability still key issues. Advisers made valuable role in contributing to specific guidance.
