    4. AFSPC and SAF/CIO A6: Lanes in the Road 4

    5. Is it Clear?

    6. Accomplishments Began Undergraduate Cyber Training ? initial qualification started Fixed Enlisted Cyber Initial Skills Trng ? rigorous quals implemented Created 05 Gameplan ? grow new cyber leaders Engaged w/ Jt/IT Community, Industry, & Academia ? relationships built Enhanced AF Sr Leader Dashboard ? strategic decision support tool Demo’d AFFOR Collaboration Tool (ACT) ? real-time SA for C-NAFs Developed Cloud Computing Effort ? basis for net security Created CIO dashboard and relevant metrics ? informed of IT investments Revised SAF/CIO A6 Msn Directive/Policy Directives ? clearer guidance Updated CIO policies ? ensured statutory compliance Finalized CIO Council ? standardized infrastructure resourcing 6 (P) UCT: - Per agreement between AETC and AFSPC, the first UCT accelerated by four months to June 2010. Acceleration supports Initial Qualification Training for the first waves of Lieutenant accessions; 1st class began 22 Jun…entire 2010 yr group of 17Ds going through same initial skills course (P) 3D Cyberspace Support Initial Skills Training (IST): - SAF/XC and AETC overhauled all Initial Skills Training to match the new 3D Cyber Support AFSC’s Training includes completion of DoD 8570 Security Certification Requirements for new accessions, alleviating field training (P) Created O5 Gameplan… developed to provide roadmap of growing new cyber leaders (R) Strategic Communications: - We continue to build relationships and get the message out about cyber and the CIO mission. (T) AF Senior Leader Dashboard: “Blue Leader” link on AF Portal Presents Strategic Decision Planning metrics that measures the overall health of the Air Force Senior Leader Access: SECAF, CSAF, CV, CVA, CMSAF, MAJCOM/CC/CV, HAF 2-Ltr Dir/Dep and select staff - AFED Spiral 3.1 implements fine grain role based access control (RBAC) to widgets, tabs, and line items in widgets. -- Dashboard Extensions are critical to providing a robust platform and dashboard capability to enable expansion to MAJCOMs and HAF Functional 2-Ltrs - Future spirals will incorporate additional widget development and a NIPR-SIPR import/export capability (T) AFFOR Collaboration Tool (ACT): Suite of services and applications for AFFOR situational awareness, reporting, coordination, and collaboration. - Funded as an R&D Pilot in 2006 with SAF/AQ, SAF/XC funding and Congressional Adds (~$11M investment as of Feb ‘10) - The Dashboard is a "composite application” for the COMAFFOR and AFFOR staff -- Provides situational awareness, reporting, coordination, and collaboration across A-Staff -- Rolls up information to executive dashboard; includes automated briefing tools, updates, and alerts Demo’d capability to the C-NAF’s Apr 10; HAF/A3 coordinating with ACC A3/8 to draft formal requirements document as C-NAF Lead command. C-NAF Dashboard transferred to A3 and renamed "ACT". (T) Developed IBM Mission Oriented Cloud Architecture contract awarded to address future infrastructure transformation: Objective of pilot contract is to demonstrate a high-impact, realizable leap-ahead infrastructure architecture Seeking mission viable solution that improves the security, speed to operations, and quality of operations Will permit AF to prove feasibility of securing and managing portions of the AF's IT architecture using next generation secure cloud computing architectures in a global, dynamic environment If successful, could reduce outyear bill for many of our IT needs (G) CIO dashboard and relevant metrics: Will ensure IT investments maximize capability and eliminate functional redundancy CIO Council will provide CIO-focused corporate governance to AF IT strategy, capabilities and investments. - Leads to standardized infrastructure (G) CIO Governance Structure Meetings: - New CIO policy framework provides greater structure in policy development Aligns with AF Strategy, business processes, legal statutes, & provides clear oversight for policy & guidance process Ensures better coordination to unify Air Force policy/guidance content Streamlines policy environment--CIO responsibilities reduced down to two AFPDs and one for A6 responsibilities. (G) Adjudicate revised SAF/CIO A6 Mission Directive and CIO Policy Directives: Comprehensive effort to update/streamline CIO/A6 policy through process integration Approach reflects updated organizational focus on CIO responsibilities, warfighting integration, communication and information dominance Completion of this effort reflects all relationships, decisions, processes and oversight bodies to provide comprehensive IT governance (G) Finalized USAF CIO Council Structure Charters: Council, Board, and Group Charters have gone through 2ltr coordination across the MAJCOMs, HAF, and SAF CIO Council provides corporate governance to AF IT strategy, capabilities & investments, which leads to standardized infrastructure. One AF network is a result of consistent standardized infrastructure (P) UCT: - Per agreement between AETC and AFSPC, the first UCT accelerated by four months to June 2010.
