House Majority Party Leaders • Speaker of the House • Presiding officer of the House • Constitutional officer: first in succession to President, after VP • Powers • Leader of the majority party (outranks majority leader) • Controls debate, on floor • Recognizes members to speak, rules on procedure • Selects 9 of the 13 members of the Rules Committee

  3. House Majority Party Leaders • Majority Leader • Acts as day to day leader of party in House • Serves to coordinate legislative strategy on floor

  4. House Majority Party Leaders • Majority Whips • Assist Speaker, Majority Leader in coordinating day to day operations • Primary job: to “count votes” for important floor votes by persuading legislators to support bill

  5. House Minority Party Leaders • Minority Leader • Leads the minority political party in the House • Selects 4 of the 13 members of Rules Committee • Sets party agenda, message • Coordinates legislative strategy of minority party on floor

  6. House Minority Party Leaders • House Minority Whips • Assist minority leader in day to day ops of house minority party • Primary job: lining up support of minority party for or against bills

  7. Senate Majority Officers • President Pro Tempore • Highest ranking officer of Senate (ceremonial) • Constitutional Role: second after VP to presidency • By tradition, the most senior-tenured senator in majority party • Honorary role as presiding officer of Senate, when VP not present

  8. Senate Majority Officers • Majority Leader • Acts as day to day leader of party in Senate • Serves to coordinate legislative strategy on floor

  9. Senate Majority Officers • Assistant Majority Leader (Majority Whip) • Assist Majority Leader in coordinating day to day operations • Primary job: to “count votes” for important floor votes by persuading legislators to support bill
