  2. The International Civil Aviation Organization (ICAO) is a specialized agency of the United Nations (UN). It was created in 1944 and has contributed immeasurably to all facets of the safety of the world’s airways. It establishes international standards and regulations to ensure the safety, security, regularity and efficiency of international civil aviation operations. ICAO also serves as the forum for cooperation in all fields of civil aviation among its 191 Member States.

TheSecretary General is Head of the Secretariat, Chief Executive Officer of the Organization and Secretary of the Council. The Secretariat has five Bureaus: • Technical Co-operation Bureau (TCB) • Air Navigation Bureau (ANB) • Air Transport Bureau (ATB) • Legal Bureau (LEB) • Bureau of Administration and Services (ADB)

The Technical Co-operation Bureau (TCB) ICAO’s Technical Co-operation Programme provides advice and assistance to Member States, in the development and implementation of projects across the full spectrum of air transport, aimed at improving the security, efficiency, regularity and operational safety of national and international civil aviation. The Programme is conducted under the broad policy guidance of the ICAO Assembly and of the Council. Subject to general guidance by the Secretary General, the Technical Co-operation Programme is executed by the Technical Co-operation Bureau (TCB).

  9. Over US$ 2 billion worth of civil aviation projects implemented since establishment Average annual programme size of US$ 280 million Approximately 120 projects per year Individual project budget range: US$ 20,000 to US$ 120 million

  11. FIELD PERSONNEL SECTION(FPS) Objective: • To attract/recruit the best qualified candidates in coordination with the ICAO Section(s) developing a project in a timely and effective manner. Increase the number of experts in TCB’s Roster. • To administer field staff in accordance with UN system policies and under the provisions of the ICAO Field Service Staff Rules and the associated Personnel Instructions.

FIELD RECRUITMENT UNIT (FRU) Mission: To find the right candidate for the post requested by Host Governments through: • Analysis of employment applications against roster and post requirements • Negotiation of conditions of employment with successful candidate • Assistance in release agreement with Member State concerned Maintain Directory of Occupational Classifications and Job Descriptions (250+)

Recruitment Process and Time Frame • Receive recruitment request from FOS • Prepare long list of suitable candidates from the Roster • Submit list to In-House Selection Committee • Conduct competency-based interviews • Nominate shortlisted candidates to Member State for selection • Member State selects expert The average time frame for the selection process takes approximately: • Short-term assignments (1 week to 3 months): 3 weeks • Medium-term assignments (over 3 months to 6 months): 3 weeks • Long-term assignments (over 6 months to 1 year): 1.5 months

  16. TYPES OF CONTRACTS Special Service Agreement (SSA) For short-term duration assignments, as a Consultant. Short-Term Contracts For duration of less than one year, as a Staff Member. Fixed-Term Contracts For one year duration and more, as a Staff Member.

PAY BANDS OF SSA FEES FOR CONSULTANCIES Band C: • Typically used for assignments which require highly trained individuals in their fields of expertise, typically achieved through formal training and academic pursuits as well as long and progressively responsible experience, in one of the technical, management or administrative fields, relevant for the Organization. • The contributions are expected to be at the expert’s level. Band D: • Reserved for individuals who are known world-wide as top authorities in their specialities. • The contributions are expected to be at the senior advisory/executive level.

Sample of Job Description Africa Region Post Title: Aviation Security Officer Duty Station: Africa Duration: 12 months Qualification Requirements: Security or appropriate police training and qualifications; At least 8 years experience in supervisory capacity at a civil aviation authority, major airport or airline, with responsibility for civil aviation security inspection; etc. Competencies: Judgement/decision-making; Team Work; Communication; etc. Duties: Perform executive functions as follows: Review, in light of the latest ICAO USAP Report, the aviation security structures, laws, programmes and procedures and assist in the implementation of the Corrective Action Plan; Establish a structure for the Aviation Security Inspectorate; Develop/coordinate/implement AVSEC Contingency Plans for international airports, in coordination with the surrounding communities; Develop a qualification and approval system for the licensing of the aviation security service providers, operating at civil airports; etc.

Sample of Job DescriptionAmericas Region Post Title: General Aviation (Fixed Wings) Operations Expert/Project Coordinator Duty Station: South America Duration: 2.5 months Qualification Requirements: Management, supervisory, or extensive operational experience with a Government Department of Civil Aviation, or within the airline industry, and familiar with the preparation and responsibility for implementation of rules, regulations, operating manuals and flight and ground procedures, deemed necessary for flight safety, inspection and certification; etc. Competencies: Judgement/decision-making; Team Work; Communication; etc. Duties: Under the direction of Director, Technical Co-operation Bureau, ICAO and in association with other project experts and in close consultation with the DGCA counterparts: Proactively lead the conduct of a study, providing input in his/her area of expertise, for the development of a long-term (25 years) Roadmap, for the development of General Aviation and helicopter services; Together with the National Project Coordinator in making periodical presentation of the up-to-date work done by the project team to the DGCA; etc.

Sample of Job DescriptionAsia and the Pacific Region Post Title: Aerodrome (Safety) Expert Duty Station: Asia and the Pacific Duration: 12 months Qualification Requirements: University degree in Aerodrome Engineering or equivalent professional qualifications in aerodrome operations; At least ten years experience at a sizeable international airport in a management capacity related to airport operation, inspection and certification; etc. Competencies: Judgement/decision-making; Team Work; Communication; etc. Duties: Contractually/administratively reporting through the Project Coordinator to the Director, Technical Co-operation Bureau of ICAO, and functionally reporting to the Director General of the Directorate General of Civil Aviation and in close cooperation with the counterpart, DGCA, Director of Airports: Draft the national legislative and regulatory framework (legislations, regulations, directives, procedures, manuals) for aerodrome safety oversight (audit, inspection, surveillance and monitoring) in accordance with ICAO Standards; Implement an effective safety oversight system for aerodrome operators which shall comply with updated civil aviation legislation, taking into account USOAP Audit and findings and recommendations; etc.

Sample of Job DescriptionEurope and the Middle-East Region Post Title: Senior Flight Operations Expert Duty Station: Europe and Middle-East Duration: 12 months Qualification Requirements: A minimum of 15 years of management or supervisory experience in a substantial airline or with a Government Department of Civil Aviation, directly associated with the preparation and responsibility for implementation of rules, regulations, operating manuals and flight and ground procedures, deemed necessary for flight safety, inspection and certification; etc. Competencies: Judgement/decision-making; Team Work; Communication; etc. Duties: Review existing civil aviation legislation and flight operations regulations and in consultation with the DGCA, Air Law Officer and air carriers, revise them to conform to ICAO Annexes, to be applied to all operations in the country; Assist with conducting workshops and providing on-the-job training to Flight Operations Inspectors, to qualify them in the full range of tasks related to airline flight operations inspection; Advise and assist with the development and execution of an annual flight operations surveillance programme; etc.
