Technical Assessment and Standardization Process for Component and System Ownership

TWG/SMEs perform initial technical assessment of candidate to identify benefits, drawbacks, concerns Coordinator collects, reviews and assigns candidate to relevant TWG/SMEs Standardization nominee CONCEIVED YES NO Do significant technical impediments exist? Determine Level of Standardization Component/Subsystem/Interface With FA support, SMEs develop a cost/benefit model and perform a financial analysis , using best available data Determine Source of Standard Adapted/Developed/Procured/Etc. Develop baseline cost-comparison for non-standardized approach If appropriate, develop a draft standard Significant technical impediments exist YES NO Technical and financial benefits exist? TWG finalizes standard and determines applicability TBD: Selection process by which ownership of existing component/system is acquired TWG provides report to Coordinator with results, recommendation and proposal Coordinator provides report to SWG for review and approval NO SWG accepts proposal YES Coordinator submits proposal to NGECEB for approval NO NGECEB approves standard YES Coordinator submits DCRs to incorporate standard in applicable specifications Standardization nominee ADOPTED Standard retained, revised, or withdrawn depending on outcome SWG requires Coordinator to periodically update cost comparison model and revalidate recommendation Standardization nominee REJECTED; documentation archived
