What is ReachSC? • ReachSC is an emergency notification system operated by SCEMD • Web based, allowing NWS Columbia to generate notifications when necessary • Used by NWS Columbia to notify Emergency Managers and other officials of upcoming high impact events • System uses SCEMD’s phone bank to call individuals listed in the NWS Columbia call group (predefined group) • System will simultaneously send e-mails, phone calls and text alerts to those in the NWS Columbia call group (determined by the users preference which way they receive the alert)

When REACHSC Will Be Used • ReachSC will be used anytime a “high impact” event will cross the forecast area (determined by lead forecaster) and cause a • high potential threat to public safety and property or very high • media attention. Examples include moderate or high risk of • severe weather by SPC, first winter event of the season, • extreme fire danger, flooding event, etc. • REACHSC WILL NOT be used for tropical events or hurricanes. To • avoid confusion the procedures currently in place (with the • state running the conference calls) will override the use of • REACHSC. • Calls are only intended for those in the NWS Columbia forecast area (Midlands and CSRA).

The Conference Call • At the appropriate time dial into the conference call and use the given passcode supplied in the REACHSC message. • Emergency Management internet pages will be used to conduct the briefing (found on the left menu at NWS Columbia home page). The severe and winter fcst tabs provide some of the forecast graphics creating a more accurate picture.

The severe and winter fcst tabs provide some of the forecast graphics creating a more accurate picture. • The briefing should last between 5 and 7 minutes, enough time to convey the needed information and not become confusing. • Please hold questions until the end of the call. Information you are needing will likely be covered and interrupting often confuses others (there will be up to 50 people on the call).

  6. How Do I Get a REACH SC Account • REACHSC is a program of SCEMD. Contact Tim Murphy at SCEMD to request an invitation (there are some limitations • for obtaining accounts). • Once you have an account send an e-mail to Mike.Proud@noaa.gov letting me know you would like to be added to the call list. Please give the name of your organization so we know which list to put you on. • Do not be alarmed when you receive a phone call beginning with “This is an emergency government message…”

  7. Changes to Conference Calls • REACHSC calls last year were overwhelmed! Due to volume SCEMD could not get on one of the calls. • As a result NWS Columbia will break the call list into two groups. One for SCEMD, EM’s, etc and the other for non-emergency personnel (i.e. school districts, etc.). • Do not give out the call information to others. Last year this resulted in personnel from coastal and upstate counties joining the call (which resulted in confusion as we do not forecast for those areas).
