Medicaid Overview • 1965 - Created as part of the Social Security Amendments of 1965 (PL 89-97) • 1969 - Enacted by the Mississippi State Legislature • Safety net program similar to Temporary Assistance for Needy Families (TANF) and Supplemental Nutrition Assistance Program (SNAP) All 50 states, the District of Columbia, and five territories participate in the voluntary matching program. 5

  6. Why Poor Birth Outcomes Matter • Premature babies are likely to require immediate specialized medical care • Face long-term health and development problems • Medical care costs associated with premature births is estimated to be $241 million annually in Mississippi

Why Poor Birth Outcomes Matter • Underdeveloped babies are at higher risk for developmental problems • More likely to require early intervention services and special education • Annual estimated costs for these services is $22 million • Including lost productivity for the parents the total cost per year is estimated at $336.17 million

  8. Causes of Poor Birth Outcomes • Poor health status before pregnancy • Tobacco use during pregnancy • High rates of early elective delivery • High risk births in hospitals with an inappropriate level of care

Early and Periodic Screening, Diagnosis, and Treatment • Provides preventive and comprehensive health services for children from birth up to age 21  • Provides a way for children to get medical exams, checkups, follow-up treatment, and special care they need to make sure they enjoy the benefits of good health.

  11. Early Intervention/Targeted Case Management • Active process carried out by a case manager assisting children from 0 to 3 years old gain access to medical, social, educational, other services.

  12. Activities These activities include but are not limited to: • Arranging for and coordinating the development of the child’s IFSP (Individualized Family Service Plan) • Arranging for the delivery of the needed services as identified in the IFSP
