PCP Stage 1 STAGE FOCUS: “To gain an understanding of the epidemiology of FMD in the country and develop a risk-based approach to reduce the impact of FMD ” Countries in PCP Stage 1 are conducting activities that give them insights into all aspects of FMD in the country (transmission and impact of FMD infection). With these insights, they can define areas and practices of high risk for FMD. Required to progress to stage 2

PCP Stage 2 STAGE FOCUS: “To implement risk based control measures such that the impact of FMD is reduced in one or more livestock sectors and/or in one or more zones ” Countries in PCP Stage 2 are implementing a risk-based FMD control strategy, that has been designed to decrease the impact of FMD in at least one livestock sector or zone. The impact of the control strategy should be regularly assessed through measurable indicators. • Required to progress to PCP Stage 3 • Control programme may be endorsed by OIE in Stage 3

PCP Assessment 2014 • To progress from Stage 1 to Stage 2, a dossier must be provided that describes the control strategy in which the outcomes of Stage 1 are clearly described and addressed (understanding of FMD epidemiology and risk) • For countries that already have been in Stage 2, in order to remain in Stage 2 they must provide a dossier that describes the control strategy in which the outcomes of Stage 1 are clearly described and addressed (understanding of FMD epidemiology and risk)

PCP Assessment 2014 Advisory group meeting 2014: • Stage 1 countries to remain in Stage 1 • 2 countries • Stage 1 completed ready to move to Stage 2, pending control strategy • 2 countries • Stage 2 countries must submit risk-based FMD control strategy and/or additional information to remain in Stage 2 • 3 countries • For countries that did not submit questionnaire, remain in stage as last year. These are invited to submit information (questionnaire and control strategy)

  8. Egypt 2014 Key activities: • Value chain analysis – understanding livestock production systems • Collation of information to identify ‘risk hotspots’ • Develop risk-based strategy plan Plan to progress to Stage 2 in 2015 Recommendations: • Apply for renewed OIE-PVS evaluation

  9. Iraq: Provisional Stage 2* * pending review control plan through FMD-WG before 1 April 2014 and PVS evaluation when appropriate

Iraq 2014 Key activities: • Outbreak investigation and sampling for FMD virus, need for genotyping • Border control and related animal movements Plan to remain in Stage 2 in 2014 and progress to Stage 3 in 2015? Recommendations: • Apply for OIE-PVS evaluation - done • Strengthening monitoring and evaluation on implementation and impact

  11. Lebanon: Provisional Stage 2* * pending submission control plan by 1 April 2014 No clinical FMD since 2010 No PCP-FMD Stage 1 quesionnaire was submitted

  12. Lebanon 2014 Key activities: • FMD control plan for 2015-2020 • Post-vaccination monitoring • Border control and related animal movements Plan to apply for Stage 2 in 2014 Recommendations: • Apply for renewed OIE-PVS evaluation • Documentation of yearly (active) surveillance

  13. Jordan: Provisional Stage 2* * pending submission control plan and conducting active sero surveillance No clinical FMD since 2006

Jordan 2014 Key activities: • Safeguarding imports from FMD-free (OIE-status) countries • Vaccination • Border control and related animal movements Plan to move into Stage 2 in 2014 Recommendations: • Conduct active surveillance as to substantiate absence of FMD virus • Need for training • Apply for renewed OIE-PVS evaluation

  15. Yemen: provisional Stage 1* * pending submission an activity plan to bettter understand FMD No clinical FMD

  16. Yemen 2014 Key activities: • No direct efforts to control FMD, but looking into combining PPR and Sheeppox and FMD control Recommendations: • Develop activity plan of how to better understand FMD in Yemen • could be incorporated in current control activities for PPR and Sheeppox

  17. Oman: Provisional Stage 2* Pending answers to questions in relation to surveillance and control plan

  18. Oman 2014 Key activities: • Mass vaccination • Passive surveillance Plan to remain in Stage 2 in 2014 Recommendations: • Provide insight/evidence on surveillance results (active and passive), on effectiveness of vaccination

  19. Syria: Provisional Stage 2* * pending review control strategy by 1 April 2014 No clinical FMD since 2002

  20. Syria 2014 Key activities: • Mass vaccination • Post-vaccination monitoring • Sero-surveillance Plan to remain in Stage 2 in 2014 and progress to Stage 3 in 2015 Requested input/recommendation: • Need for documented evidence – considered to be part of the strategy plan
