  1. AFKAR II PROGRAMME • Constitutes a continuation and development of AFKAR I. • Aims at the strengthening of the action of the Lebanese civil society in favor of the respect of civil and political rights and the consolidation of the Rule of Law.

  2. Objectives • Consolidate the Rule of Law by supporting actions aiming to strengthen this concept • Reinforce respect and protection of basic rights by raising awareness of Lebanese citizens about this issue • Promote dialogue and greater civic commitment among Lebanese citizens by raising their awareness about the necessity of dialogue

  3. Sectors • SECTOR 1: Rule of Law:  Promotion and Consolidation of civil, political, economic and social rights as well as democratic values • SECTOR 2 : Promotion and Consolidation of dialogue among the different constituents of the Lebanese youth …

  4. Financial Allocation • Overall amount: € 3 000 000 • Allocated amount for NGOs: € 2 300 000 • Indicative allocation of funds by sector: - Approx. € 1.500.000 for sector 1 - Approx. € 800.000 for sector 2

  5. Size of Each Grant • Minimum amount: EUR 50.000 • Maximum amount: EUR 100.000 • Not for less than 50 % of the total eligible costs of the action.  • Not more than 90% of the total eligible costs of the action

  6. Who May Apply ? Applicants must • Be a non profit making legal entity and • Be either: 1- A non-governmental organization registered at, or having submitted its statutes to, the Ministry of Interior and Municipalities; 2- A non-governmental organization registered at the Ministry of Youth and Sports; 3- A civil institution registered at the commercial register as a non-profit institution. • Hold the Lebanese nationality and have their headquarters in Lebanon; • Be directly responsible for the preparation and management of the action, not acting as an intermediary.

  7. Eligibility of Partners • Applicants’ partners must : • satisfy the same eligibility criteria as applicants • participate in implementing the action

  8. The Following are not Partners: • Associates play a real role in the action but may not receive funding from the grant • Subcontractors are neither partners nor associates, and are subject to the procurement rules set out in Annex IV to the standard grant contract.

  9. Types of Action Priority will be given to: -operational and concrete actions and according to needs. -not to seminars/workshops that are costly and unproductive - not for humanitarian aids as food and medicine). Examples: Social, psychosocial and legal assistance; support and integration actions to target groups and marginalized or traumatized persons especially children and teenagers ; awareness campaigns about basic rights ; advocacy and lobbying actions…

  10. Duration of each project • Between: • 12 months • and 24 months

  11. Questions and answers • A Help Desk will be at the applicants’ disposal for answering general questions pertaining to the guidelines and application form. However, the help desk’s task does not include participation in drafting the proposal. • Applicants may address their questions by phone to Ms. Marilyn Chbeir during the period ranged between the publication date of the call for proposals and that of the deadline for submission of proposals on the following number: 01/371510 ext 619 from 9:00 till 13:00 hours.

  12.   13. How to Apply • Complete applications in English or in French (available at www.omsar.gov.lb) • Applications include a concept note, a full application form, a budget, and a logical framework. • Handwritten or incomplete applications will not be accepted (Refer to checklist for verification).

  14.
