  2. What I.A.T.T. is • The I.A.T.T. (ITALIAN ASSOCIATIONFOR TRENCHLESS TECHNOLOGY) was born in 1994 and promotes the progress of scientific and technical know-how in the field of the trenchless technologies (no-dig). • The I.A.T.T is an affiliated member to the I.S.T.T. (INTERNATIONAL SOCIETY FOR TRENCHLESS TECHNOLOGY), with headquarters in London along with other 27 National Associations for the trenchless Technologies in 31 European and non- European countries.

What iS IATT ACCOMPLISHING ? • IATT promotes the diffusion of the No-Dig Techniques mainly throughFormation andDivulgationactivities: • on company premises; • organization of meetings, workshops and seminars; • involved in the publication of specialized brochures and technical informative material ( No-Dig Techniques, Case histories, Price-list).

Cost Definition I.A.T.T. publishes its first Price-list aiming at providing: • The Project User with a technical description of No-Dig Technologies to aid the orientation towards the most appropriate choice of work typology. • The Contactors with a guide to a price-list for any individual implemantation which allows the drafting of tenders and the relative technical specifications required.

  18. Furthermore... • IATT promotes the development of homogeneous and coherent projects of the sector through: • - Company certification • collaboration with Institutes/Associations • Normative and legislative activities (Workshop in EC ambit, collaboration with Ministries)

Normatives and legal Provisions • 2 ITU recomendations (International Telecommunication Union) on the use of georadar investigation in Directional Drilling and in the installation of telecommunication systems • WORKSHOPS IN EC AMBIT: published normative on the use of georadar (306-8); forthcoming publication of a normative on the application of directional drilling (2008) • LEGAL ASPECTS: INFRASTRUCTURES AND TRANSPORTATION Ministry Decree dated 10.08.04. Rail-crossings and parallelisms (use of no-dig technologies foreseen) • On-going collaboration with the Ministry for Infrastructures (OS35, Contract code)

  21. LEGAL PROVISION Specifications for participation in tenders(printing on-going) – foresee a specific type of certification. OS 35 – LOW-ENVIRONMENTAL IMPACT INTERVENTIONS Concern the implementation and maintenance of any underground construction by means of the application of non-invasive technologies, including for example guided horizontal and non horizontal drilling with the eventual re-utilization of the pre-existing utilities. …so that the Local Authorities may foresee its use in the public tenders.

Institutional OrgansInternationalization ISTT Recognition (International Society for Trenchless Technology) of IATT so that it may undertake divulgation of no – dig technologies in the countries of the Mediterranean basin. Project definition for the transfer of know- how from the Italian companies to the Mediterranean countries, with the collaboration of the ICE and the Ministry for International Commerce. IATT and the Mediterranean Countries

Cost Evaluation In the evaluation of the total costs of implementation of an infrastructure, the following must be taken into consideration: • Construction Costs • costs relative to the technique employed • costs connected to the type of intervention • Social-environmental costs In the evaluation of the convenience of one technique with respect to another generally more attention is applied to construction costs.

Advantages involved with NO-Dig Techniques Evident reduction: - of social- environmental costs • of charges and risks connected to the extension of the site area • of damage caused to road surface Less evident : • the convenience of production costs. And occasionally: • on the most suitable technologies to be employed; ….the absence of specifications and official price–list makes it difficult to effectuate estimates for interventions with no-dig techniques.

  25. At Present… Paucity of requests for No-Dig Techniques: • for non-availability of legal measures • for paucity of technical and economical information …growing interest in their use and knowledge of related costs • increased sensitivity towards environmental impact • major attention to costs

  26. Production Costs • In 2004 I.A.T.T. publishes its first Price- list. • With the evolution of the Market and technologies, a new Price-list is released in 2007. • The previous edition remains as a reference for relining techniques.

  27. To bear in mind that…. • The Price-list is a guide to determiningthe costs of the principal No-dig technologies: • should conform with specific local requirements; • allows the determination of unitary financial compensation for the application of the various techniques; • and it is the “benchmark” for the drafting of specifications and projects.

They are... • specially designed works which involve ad-hoc projects; • the prices indicated may vary in accordance with the geographical location or the particular conditions in which the work is performed: • Presence of difficulty or hardship on site • Modest workload • Different compensation applied at the site of construction concerning labour costs, transportation and supplies.

How to interpret the price-list • For each No-Dig Technique a fixed price is applied for a site preparation and dis-installation and a quota perevery linearmetreof excavation. • ThePrices indicated are generally inclusive : • of production costs ; • of safety charges, evaluated for a medium risk type of work; • of machinery and equipment transportation charges; • of the contractor’s general costs and profits

  30. In conclusion… • In order to use No-DigTechniquesmore and more frequently it is essential to be provided with: • Technology know-how; • The warranty of the availability of qualified companies ; • 3. The ability to evaluate the economic impacts;

IATT proposal • Formationand divulgationactivities; • Company certification; • Publication of the Price-liston a national scale ( scheduled meeting with the DEITipografia del Genio Civile) • Furthermore: it promotes the above-mentioned document in order that it can be taken into account by each region.

  32. Bear in mind that…. • The No Dig Techniques mean: • Major social-environmental cost reduction; • Cost adjustment in favour of eco-friendly activities ; • Notable cost reduction in comparison to traditional techniques, in specific circumstances. • A growing demand and knowledge for these techniques will allow for “more work” and therefore a reduction of costs listed. • iatt@iatt.itwww.iatt.it
