  3. Caltrans construction contract standards include: • Standard specifications • SSPs • Standard plans • Standard bid item codes • Bid book • Notices to bidders

  4. 2010 Scope • Incorporate amendments into the std spec book • Incorporate many SSPs into the std spec book • Incorporate new and revised std plans into the std plan book • Comply with the Style Guide for 2010 Specifications (includes plain language)

  5. How are the 2010s different? • 2010 standard specs and SSPs have the same technical content, but the wording is different. Many SSPs have been moved into to the standard specs. • SSPs are shorter, have new numbers, and have a new format • Bid Items are nearly the same • Standard Plans are nearly the same

  6. How are the 2010s better? • For specification engineers, it is easier to assemble the special provisions because there are fewer SSPs and the SSP numbers match the section numbers in the 2010 Standard Specifications • For contractors and resident engineers, this means shorter special provisions with numbering that matches the standard specifications • For everybody, the specification language is more direct and more clear

  7. How will I convert my old jobs using the 2010 standards? • Completely redo the notice to bidders and special provisions • Update the references to standard plans • Use standard bid items when you update the estimate

  8. 2010 Schedule • Final documents will be posted on the Internet by April 2011 • There will be a 1 year transition • By April 2012, all contracts must be created using the 2010 standards • After April 2012, the 2006 standards will not be maintained

  10. Let’s look at some samples of the new 2010 specifications

This work shall consist of constructing cast‑in‑place portland cement concrete survey monuments at the locations shown on the plans or directed by the Engineer and as specified in these specifications and the special provisions. Section 81 includes specifications for constructing cast-in-place concrete survey monuments. 2006 vs. 2010 spec example

  12. Payment is: 1. Full compensation for all work involved in each bid item specified by the description and measurement unit shown on the verified Bid Item List 2. For the price bid for each bid item shown on the verified Bid Item List or as changed by change order with a specified price adjustment 9-1.03
