12. 病人參與的重要性 • 醫療過程中，醫師固然是主要的決策者，病人是醫療服務與藥品的接受者 • 病人自身的健康復原或結果，是醫療服務與治療最直接的驗證 • 病人的參與有助於增進醫病之間的有效溝通、病人遵循醫囑的療程以及健保有限資源的最適利用 • 不是對抗，而是一種互利的行為模式。

13. 病人參與的重要性 • 從醫療費用的角度，重大傷病每個病人都是醫療資源利用的主要成員。 • 生技製藥產業以往的資源投入，以政府機關(衛生署食品藥物管理局、中央健康保險局、醫療機構以及醫師為主)，投入病人教育或溝通的資源，相對不足。 • 製藥界(尤其是創新藥品研究導向的產業公協會)應主動提供病人客觀科學的實證資訊以及資源分配的正確觀念。

14. 病人參與的重要性 • 二代健保開啟病人參與醫療決策的門，病人的賦權(empowerment)要建構在完整的資訊、透明的決策、充分的自主性。 • 對於病人的賦權(empowerment)要有一定的信心，只要資訊透明充足，病人的參與有其正面的意義，共同解決健保局、醫師、藥界與社會需共同面對的議題。 • 長夜漫漫路迢遙，我們仍有很長的路要走，但是隧道盡頭的曙光已現。
