  1. GPS IIFProgram Update National Space-Based PNT Advisory Board Presented by Mr. Ken Torok V.P. Navigation and Communications Systems Boeing Space & Intelligence Systems October 14, 2010 1

  2. Boeing – 35+ Year GPS Mission Partner Block II/IIA Block I First Launch: 14 Feb 89 28 Vehicles(Average life 2x specified and counting) First Launch: 22 Feb 78 11 Vehicles (Average life 2x specified) Operational Control Segment Block IIF First Launch: 27 May 2010 12 Vehicles (12 year design life) Deployed: 2007 Boeing has provided 40 of the 61 GPS satellites launched

  3. GPS IIF Overview • GPS IIF Space Vehicle (SV) Mission • Provide Precise Global PNT Signals for Military, Commercial, and Civil Users • Space-based radio-positioning with high availability and high assurance • Global Nuclear Detection payload • Mission Benefits • Ensures global service availability • Provides secure, higher powerjam-resistant Military operations • Improves accuracy to < 0.5m (predicted) • New robust civil signals for operational diversity • Reprogrammable to meet future security needs • Mission Benefits • Sub-meter accuracy • Simultaneous sorties and theatres • Military anti-spoofing capability (2009) • Increases operator efficiency and military responsiveness • Foundation for new capabilities as available • GPS Control Segment Mission • Modernized GPS command and control • Operate entire 24+ satellite constellation • Perform satellite launch, anomaly, and disposal operations Non-ITAR Data

  4. IIF-1 (SVN 62) Launched and Operational Mission Assurance focus Successfully completed on-orbit check-out and entered service Set healthy August 26, 2010 1st operational L5 signal Unit, environmental, and on-orbit tests demonstrate meeting requirements Best clock performance to-date Rubidium Frequency Standard 24 hour frequency stability is best in the constellation Improving with continued on-orbit aging Positions program to deliver 11 more satellites for constellation sustainment

  5. GPS IIF Performance – Control Segment Architecture Evolution Plan (AEP) Controlling the entire GPS constellation Successfully added new IIF and SAASM (security) capabilities Efficient sustainment team and processes in place Launch, early orbit, Anomaly resolution &Disposal Operations (LADO) Supporting GPS operations(IIA, IIR, IIR/M, IIF) Sustainment in progress SV-2 launch preparationsunder way Continuous, global military and civil service since entering operations in 2007

  6. Low Risk SV-2 through SV-12 Production Design proven via on-orbit performance Successfully completed checkout;now in service Ready to support future launches withroutine software updates IIF-2 on schedule to support next launch Vehicle fully assembled; environmental testing complete in October Forecast shipment to launch site Jan 2011 Target launch by Summer 2011 IIF-3 fully assembled; starting environmental testing IIF-4 fully assembled; starting initial testing IIF-5 has entered pulse line; starting vehicle assembly IIFs in Pulse Line Proven IIF production supports constellation sustainment launch needs

  7. GPS IIF Pulse Line Production Approach Company investment in dedicated GPS satellite facilities Best practices in lean production from across Boeing Production approach designed to maximize benefits of learning Schedule and cost estimates incorporate expected benefits of this learning Active production line and supply chain Rate of 4 per year provides marginto meet launch rate and future need Establishes reliable production schedules while ensuring product quality

  8. GPS IIF Space Vehicle Summary Most capable GPS satellite in history Highest power, most accurate navigation signal Most robust military signal First operational L5 signal Longer on-orbit life Ability to evolve/add future mission capabilities(reprogrammable processor) IIF-1 performance demonstrated on-orbit Successful mission Best performance in the constellation Assured sustainment of the constellation Mission Assurance emphasis Pulse line in place to ensure timely, quality delivery IIFs will provide backbone of the GPS constellation for the next 15-to-18 years
