Background Water Supply and Sanitation is one of the key national priorities Large scale investments have been made towards improvement of water supply & sewerage infrastructure and services under AMRUT and earlier missions Institutionalization of service level benchmarks have led to visible improvements in quantity and quality of these basic services However, universal coverage of water supply and sanitation still remains a challenge in most of the urban areas across the country Presently there is no data and information hub in water supply and sewerage sector

Key challenges faced by Urban Water Supply and Sewerage Agencies Access to credible advice on appropriate and validated water and wastewater treatment and other technologies Access to new knowledge, and information about emerging technologies, business models, utility management and water policy and governance Access to institutionalized training and capacity building, and knowledge resources, platforms, and experts Lack of a collective platform to liaise, advocate, and represent the interest and concerns of utilities, and raise pertinent issues of urban water management, policy, legislation and governance at various forums Limited exposure to national and global innovations, experience, and best practices

Thus there is a need to have an organization to… Coordinate, promote, represent and advocate the collective interests of its members in water supply and sanitation sector and provides opportunity for collaboration Provide reliable and scientific information on various aspects of water supply, sewerage, and septage – laws, policies, emerging technologies, and provide a forum for exchange of ideas, best practices, and innovations Carry out analysis and new thinking on urban water scarcity and recommend policy and implementation measures for urban water management, water resources management, inter-sectoral water transfers, etc Act as a knowledge hub, center for information, data repository and undertake research and training related to water supply, sewerage and septage Provide technical assistance and guidance to water supply and sanitation agencies on a need basis in different areas such as technology, utility management, PPPs, service improvements, institutional development Build partnerships with water industry, national and international associations, multilateral and bilateral institutions, universities and institutions of excellence in water sector for advancement of objectives Establish standards, benchmarks, frameworks for different components of water supply and sanitation such as infrastructure, technologies, services, pricing, PPPs, etc Institute awards for best performing utilities based on certain benchmarks

Membership of Similar International Organizations International experience in this regard… South African Association of Water Utilities To co-ordinate, mobilize and use its collective capacity to optimize the ability of municipal authorities to provide sustainable, efficient and affordable water services to all the people of South Africa. To proactively promote and represent the individual and collective (mandated) interests of SAAWU members in all matters that impact on the water sector. To provide a centre of information and communication on water and sanitation matters. Association of California Water Agencies Japan Sewerage Works Association (JSWA) South Africa Association of Water Utilities Japan Sewerage Works Association (JSWA) Lobbying and advocacy of the interests of Local Governments (LGs) in wastewater management Build Partnerships with global institutions of similar stature Knowledge sharing and networking Undertake Research and Studies on Technology and Management with a purpose to enhance knowledge, improve technologies, practice. Assurance and standardization of Sewer Products and Product Quality including certification of manufacturers of such products Association of California Water Agencies ACWA serves the water industry and the public by promoting local agencies as the most efficient means of providing water service; Sharing reliable scientific and technical information; Tracking and shaping state and federal water policy; Advocating for sound legislation and regulation; and Facilitating cooperation and consensus among all interest groups.

National Experience Association of State Roadways Transport Undertakings (ASRTU) • Knowledge Sharing • To facilitate exposure to top management of SRTUs at National and International best practices through participation in Conferences/Study tours/workshops • To provide forum for exchange of ideas on best practices on various issues to facilitate operational excellence • Inspire excellence though innovation and sharing useful information and cutting edge knowledge & expertise • Formulation of policies and facilitating their implementation, advocacy with Ministry and Government agencies, addressing issues of common interest in various interactive forums for the benefits of member undertakings • Advocacy and Outreach • To undertake advocacy to promote public transport & sustainable mobility solutions though liaising with various Ministries at National Level. • To undertake and promote research studies in transport economics & engineering and other matters affecting the transport industry. • Procurement and Testing of Components • Providing a common procurement service of quality automobile components at reasonable prices meeting the standard specifications to its member • To facilitate testing of components to ensure quality assurance and training personnel, formulate specifications of various bus spares, besides other general items used for maintenance of Bus fleet in SRTUs. • Networking & Business • Bring its members & Industry OEM’s together to exchange ideas, and technical solution & mutual beneficial business partnership at its Annual General Meeting and Annual Conference

Key objectives of the Proposed Association 1 Promote, represent and advocate the collective interests of members at different forums and advocate for sound legislation and regulation related to water supply and sanitation Act as knowledge hub and share reliable scientific and technical information and knowledge in water supply and sanitation 2 Provide technical assistance and guidance to water supply and sanitation agencies on a need basis in different areas such as technology, utility management, PPPs, service improvements, institutional development 3 4 Collaborate with national and international associations and build industry partnerships Undertake research and capacity building/training related to water supply and sanitation 5 Carry out analysis and new thinking on urban water scarcity and recommend policy and implementation measures 6 Institute awards for best performing utilities based on certain benchmarks 8 Establish standards, benchmarks, frameworks for different components of water supply and sanitation such as infrastructure, technologies, services, pricing, PPPs, etc 7

Institutional and Governance Framework ACenter of Excellence in water supply and sewerage & septage management To be established under the umbrella of Ministry of Housing and Urban Affairs A Society, registered under Societies Registration Act, 1860 To be staffed by a Full Time Executive Director (on deputation) and Technical Staff in Water Supply, Sewerage and Septage Management Executive Committee to manage the affairs of the Society. Tenure of Executive Committee for 2 years

Members Of the Executive Committee • Central, State and Non-Government Agencies, industry and academia, engaged in providing policy, technical assistance, and advisory services, carrying out research and training, in areas of water supply, sewerage (including septage) in rural and urban areas will be eligible to be associate members without any right to vote.

Constitution of Executive Committee • Term of the Executive Committee- 2 years • Members other than Ex-office Members and Executive Director will be elected via election. • Elected Members have been classified on the basis of population as mentioned in the table • Member undertakings which have served on Executive Committee as a Member shall not be eligible for consecutive Second term

Membership of similar associations: ASRTU and AREAS Association of Renewable Energy Agencies of States (AREAS) Association of State Roadways Transport Undertakings (ASRTU) • ASRTU has 62 members • Membership of the Association is open to every STU subject to Association’ rules • Any Road Transport Undertaking carried on or by or on behalf of any foreign Government can be AssociateMember without right to vote. • Every member of the Association shall pay an annual membership fee as detailed below calculated on per vehicle held in the fleet by it on the 1st April of every financial year and subject, however, to a minimum fee of Rs.10000/-: • Group I (4001 and above buses): Rs.30 per bus • Group II (1001 and 4000 buses): Rs. 25 per bus • Group III (Less than 1000 buses): Rs. 15 per bus • Currently there are 36 members (one SNA for each State/UT) • Open to every SNA working for improvement of New and Renewable Energy • Agencies not providing exclusive service for New and renewable energy and otherwise covered under the definition of SNAs are eligible to be Associate members without right to vote. • Annual membership fee is Rs 2,50,000 per year for States and Rs 1,00,000 per year for North East states, UTs and hilly states.

Membership of the Executive Committee-ASRTU • Group-I:. 1 All members in Group I shall be entitled to be regular members of the Executive Committee with voting rights. • Group-II One out of three members in Group II shall be chosen by draw of lots such that in three years every member would have been represented in the Executive Committee by rotation. • Group-III One out of six members in Group III shall be chosen by draw of lots such that in six years every member would have been represented in the Executive Committee by rotation. • Provided that such of those members representing metro services not chosen or elected to the Executive Committee and the chairpersons of all the Standing Committees may be co-opted as invitee members without voting right. • Provided further that such of those States which are not represented in the Executive Committee by any of the above processes shall be so represented by one of the member STUs of each such State by draw of lots where necessary, as invitee members without voting right. • 5 Provided further that no member shall have more than one vote in the Executive Committee nor shall a voting member be represented by other than its Chief Executive in the Executive Committee. • 12 Member Executive Committee • Quorum: 1/4th • Membership of the Association is open to every STU subject to Association’ rules • Any Road Transport Undertaking carried on or by or on behalf of any foreign Government can be AssociateMember without right to vote. • Every member of the Association shall pay an annual membership fee as detailed below calculated on per vehicle held in the fleet by it on the 1st April of every financial year and subject, however, to a minimum fee of Rs.10000/-: • Group I (4001 and above buses): Rs.30 per bus • Group II (1001 and 4000 buses): Rs. 25 per bus • Group III (Less than 1000 buses): Rs. 15 per bus

Membership to Executive Committee-AREAS • 16 member Executive Committee • President (Secretary, MNRE), Vice President (to be elected from General Body), Joint Secretary-MNRE as Ex-officio member, Executive Director as Member-Convener, and • Two members from each region—Northern, Eastern, Western, Southern, UTs and NE States will be the members of the Executive Committee • Provided that 50% of the Executive Committee members except President, Joint Secretary (Ex-officio member) and Executive Director will be changed every year by rotation • Tenure of the EC- 2 years • Annual subscription 2,50,000/- p.a., For NE, Hilly and Uts-1,00,000/- • Quorum-1/4th Members
