Introduction • The following represents the results of insightful and constructive recommendations for the 2010-2011 RBB Process from OUSD Principals. • Based on the Principal’s Letter to Dr. Smith regarding RBB, this overview attempts to capture the following commitments: • Transparency and Equity • Overview of Site Contributions • Overview of Support for Sites with Structural Deficits • Overview of Support for Sites submitting RBB Award Applications • Reserve Pool for Employee Bumping • The progress made in ensuring equity and transparency in the 2010-2011 RBB Process is intended to be a starting point for a what should and will be a continually improving process driven by Principal input and feedback.

  4. RBB Award Pool Contributions Is the site’s Average Teacher Salary less than the average teacher salary for all other Elem, Middle, or High Schools? Is 2010 Projected Enrollment greater than 400 students? Yes Award Pool Contribution is 1% of Total Unrestricted Allocation Yes Average Teacher Salaries Elem: $55,797.36 Middle: $47,867.49 High: $51,116.95 Note: All Site Contributions to the RBB Award Pool were capped at $10,000. No No Award Pool Contribution is 0.5% of Total Unrestricted Allocation No Award Pool Contribution 51 school sites contributed to the RBB Award Pool for a total of $347,643.

  5. RBB Balancing Pool Total The RBB Balancing Pool, in total, was $1,800,000. Of this, approximately $1.45M, or 81%, was based on a Central Office contribution.

  6. RBB Awards for Structural Deficits Are Unrestricted Labor and non-Labor costs with optimized loading ratios greater than the site’s Unrestricted Allocation? Site is awarded an RBB Award for the amount of the deficit between the unrestricted allocation and the labor/non-labor costs. Yes Optimized Loading Ratios Elem: 24 students/teacher Middle: 27 students/teacher High: 27 students/teacher No No RBB Award for Structural Deficits 10 Sites received RBB Awards for Structural Deficits for a total of $762,305.

RBB Committee-based Awards • Committee Participants included District Staff, Network Officers, and Principals. • Principals were chosen via a District-wide survey of Principals. • District staff included CAO, CFO Designee, and support staff. • All RBB Award Applications were considered and applied to the criteria below: • Percentage of Free and Reduced Price Lunch Students • Average Teacher Salaries • Historical (3-year) Increases in Enrollment between Day 20 and CBEDS • Expected 2010-2011 staff expenditures and positions cut during RBB • Programmatic and specific District-wide Needs • Purpose of the RBB Award Application (Staffing v. Supplies/Maintenance Agreements 36 sites submitted RBB Award Applications. Of these, 10 RBB Awards were given for a total of $590,099. An additional 3 RBB Awards were given for a total of $325,953; however, these awards were given as advances on Fall Revisions and will be deducted from Fall Revisions and used to backfill the allocation for the Bumping Pool.

Overall Allocation of RBB Balancing Pool $350,000 has been reserved to support additional site costs as a result of Classified bumping and the Priority Placement Process Currently, $97,596 is unallocated and will be reserved to support sites with significant budget deficits as a result of low enrollment. Note: If the allocation of $350,000 is not enough to cover the associated costs of staff bumping, a transparent and equitable process will be developed with Principal guidance.

  11. Sites Contributing to the RBB Balancing Pool The total site contribution for the RBB Balancing Pool is $347,653. Furthermore, each site’s contribution was capped at $10,000.

  12. RBB Awards for Sites with Structural Deficits • Loading Ratios used were: • 24 students per teacher for Elementary Schools • 27 students per teacher for Middle and High Schools Total Allocation: $762,000

RBB Award Applications and Awards Granted RBB Awards Approved ($916,052) Sites Not Receiving RBB Awards ($423,907) Committee Members: Brad Stam (Chief Academic Officer) Geri Isaacson (Network Officer) Alison McDonald (Network Officer) Zarina Ahmad (Piedmont Avenue ES Principal) Aaron Townsend (CCPA Principal) Carmelita Reyes (Oakland International HS Principal) David Chambliss (Coordinator, Tiered Intervention and Support) Nithin Iyengar (Coordinator, School Portfolio Management) Note: Awards for Oakland Tech HS, MetWest, and Sojourner Truth are based on preliminary options data showing an increase over projections requiring additional staff. The awards for Oakland Tech HS and MetWest HS will to be deducted from any Fall Revisions adjustments and used to backfill the $350,000 for support for staff bumping.
