CONCERT-JAPAN: ERA-NET • An ERA-NETprojectfundedunderEU FP7 • InternationalERA-NET projects aim at: • Setting common goals and strategiesamongtheEuropeancountriesandthetargetnon-EU country • Reinforcing the efficiency and impact of the on-going bilateral S&T cooperation initiatives between EU Member States and third countries • Enhancingthe cooperation & coordination of research programmesof Europeancountrieswithnon-Europeancountries • Implementation of joint activities(jointcallsetc.)

  3. THE EUROPEAN PERSPECTIVE: WHY ERA-NET? To reduce fragmentation of research efforts made atnational level in Europe Reasons for coordination: Achieving critical mass, to ensure better use of scarce resources • Join forces to provide common answers to common problems • Addressing global issues • Developing common approaches (e.g. ethics, standards) • Addressing specific geographical issues • Speaking with “one voice” to third countries • Avoiding overlap and build up of expertise • Exchange of good practices • Access to expertise

OBJECTIVES OF CONCERT-JAPAN • understanding theJapanese S&T system, • share and spread good practices of cooperation, • harness synergies, strengths and opportunities • reduce duplications, • common preferences, priorities and mutual interest • a joint S&T cooperation strategy with Japan, • a coordinated pilot joint call for joint funding • jointly develop IPR arrangementsin the pilot joint call • learn lessons from the implemented joint call • develop a programmatic ground fora mid-term cooperation strategy

WHAT HAS BEEN ACHIEVED SO FAR? 2011 • Inventory of Japan’s STI funding organizations with international dimension • Informative report on Japan’s STI funding policy and system • A Europe – Japan STI Cooperation survey implemented • Analysis of bilateral cooperation between Europe-Japan • Analysis of Japanese participation to EU FP7 • Analysis of European participation to Japan’s unilateral fellowship programmes • Analysis of joint publications between Japan and European partners of CONCERT-Japan • Recommendatory Report on EU – Japan STI Cooperation • Report on Future Preferences and Priorities

WHAT HAS BEEN ACHIEVED SO FAR? 2012 • CONCERT-Japan Strategy for Future Joint Activities • Objectives, main principles, priorities identified • Possible future joint activities defined • Pilot Joint Call on Research and Innovation • Launched in September 2012; 15 funding organizations, 12 countries • “Resilience against Disasters” & “Efficient Energy Storage and Distribution” • 9 projects funded

EXPECTED IMPACT OF CONCERT-JAPAN • Improving mutual understanding of the research systems in Europe and Japan • Increasing opportunities of funding for EU-Japanese research partnerships • Setting up common management methods for research funding • Defining long-term strategy for supporting EU and Japanese multilateral partnerships in S&T
