  4. Regulatory Reforms • Bond Exonerations: Comply With State Law • State Allows 80% Release / City - 75% • Establish Urban Parking Standards • Restore ‘By-Right’ Tandem Parking • Eliminated From The Residential Parking Overlay Zone in 2004

  5. Regulatory Reforms • Create Park Equivalencies for Urban Development • Revise Severe Fire Hazard Maps to Reflect Actual Brush Transition • Revise City Imposed CEQA Significant Threshold Standards

  6. Process Reform • Permit Third Party Review of Project Applications • Treat Apts. and Condos Equally on Single Lots • Self-certification for Building / Engineering Plans • Establish Dispute Resolution Process • Create ‘Little Hoover Commission’ to Evaluate Process Structure

  7. Fees • Expand Fee Deferrals to Include Sewer/water • Eliminate Automatic Fee Increases in FBAs • More Accountability for Deposit Accounts • Timely Invoices With Detailed Project Data • Revamp Project Reimbursement Agreement Process • Overly Bureaucratic and Costly

  8. General Comments • Practice Regulatory Restraint • State Standards Should Be Ceiling – Not Floor • Require Potential Legislation to Include a Cost Impact/benefit Analysis on Private Sector • Sunset City Regulations
