  3. Challenge • To convince people and institutions responsible for implementation of the structural founds that intervention should cover rural area as well.

COM(2004)495 finalProposal for aREGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCILon the European Regional Development Fund The ERDF intervention in rural areas and areas dependent on fisheries shall concentrate on the economic diversification of such areas, including: 1) infrastructure to improve accessibility; 2) acceleration of the rolling-out of telecommunication networks and services in ruralareas; 3) development of new economic activities outside the agricultural and fishery sectors; 4) reinforcement of links between urban and rural areas; 5) development of tourism and rural amenities. …..

  6. NATIONAL STRATEGICREFERENCE FRAMEWORK2007–2013 Horizontal objectivesof the NSRF: 1. Improving the functioning standard of public institutions and development of partnership mechanisms 2. Improving the human capital quality and enhancing social cohesion 3. Establishment and modernisation of technical and social infrastructure crucial for better competitiveness of Poland

Improving the competitiveness and innovativeness of enterprises, including in particular themanufacturing sector with high added value and development of the services sector 5. Increase of the competitiveness of Polish regions and preventing their social, economic andterritorial marginalisation 6. Balancing growth opportunities and supporting structural changes on rural areas.

NATIONAL STRATEGICREFERENCE FRAMEWORK2007–2013 Execution of objective 6 – Balancing development opportunities and supporting structural changeson rural areas would influence achieving social, economic and spatial cohesion of Poland. Support forrural areas, complementary in relation to measures undertaken within Common Agricultural Policy wouldbe a component of the implemented strategic objective. Simultaneously, apart from supporting the technical infrastructure, measures within this objective would be addressed at decreasing disproportionsrelated to the quality of human resources.

  9. Common intervention areas • development of transport infrastructure • development of environment protection infrastructure • development of energy infrastructure • development of social infrastructure • development of human resources • assisting structural changes

Demarcation • meritoric criteria – which define the type of project (type, scope of assistance, location), • financial criteria – which define the value (cost) of the project, • beneficiary’s criteria – which define the type of entity relevant for received support for implementation of the given project.

Coordination • During programming stages representatives of the Ministry of Agriculture and Rural Development participated in preparation of NSRF, in the part concerningrural areas and areas dependent on fishery (objective 6 of NSRF, diagnosis of rural areas and areasdependent on fishery). • Through common working meeting it was possible to work out a commonapproach of particular cohesion policy operational programmes to issues of support for rural areas andareas dependent on fishery. • The Ministry of Regional Development participated inreviewing projects of the National Strategic Development Plan of Rural Areas and Rural Areas Development

  12. Results … • Rural development supported under horizontal operational programmes • Regional operational programmes

  13. Conference • Integrated rural development as a part of the cohesion policy – Warsaw 21 October 2009

  14. Suggestions for future • There is a need for more coherent coordination • It seems that good answer is… one operational programme at region level
