Policy Considerations • 5G is a national priority for US • We indicate which spectrum will be made available • Rely on a private sector-lead process for producing technical standards best suited for those frequencies • Flexible licensing rules to support various service models • Carrier-driven vs. new entrant vs. end-user driven network • Technical rules to take advantage of propagation characteristics of mmW bands • Enable sharing opportunities • Enhance the spectrum reuse • Create opportunities for innovators to build and deliver new services and applications to consumers

  21. 5GHz Band Previous Rules • NPRM proposed to expand access to spectrum for unlicensed at 5 GHz • First R&O 3/31/14 - Removed indoor-only restriction & increased permitted power for U-NII 1 • Continuing to work on sharing in proposed U-NII-2B and U-NII-4 • Memorandum Opinion and Order (MO&O) released on March 2, 2016 • Provided a relaxation of the OOBE limits for operation of U-NII-3 band devices • Extended the deadline for certification of U-NII-3 band devices and deadline for the manufacture, marketing, sale and importation of these devices • Declined to adopt rules that would remove restricted band protections from emissions produced by U-NII-1 band devices or would permit U-NII-1 client devices to operate with higher emissions and declined to reduce the upper UII-3 band edge from 5.85 to 5.825 GHz
