TESTING AND COMMISSIONING PROCEDURE
  • WHY
  • All equipments after erection / assembly on site, should be tested in order to check that its future operation will not be at risk.
  • Provide a base to evaluate the equipment at its inception and to monitor the performance of physical asset during its economic life.
  • “Nothing should be taken for granted and no connection should be assumed to be correct until it has been tested and proved”

  • Handing over record for pre-commissioning ( Erection – pre-commissioning)
  • Handing over record for energisation ( Pre-commissioning – Energisation )
    • The test records had to be signed by the responsible personnel from the supplier, erection agency and Powergrid representative.
    • Deviation etc if any are to be clearly brought out and are to be duly approved by the commissioning incharge depending upon the deviation

ENERGISATION
  • Energisation is the first time connection of the sub-station equipments to the high voltage system. It is to be done stepwise in the smallest possible zones ( called sub-systems.
  • SUB-SYSTEM LIMITS

    • AC equipments- AC yard, control & protection
    • Station auxiliaries
    • PLCC
    • AC&Ventilation
    • Illumination
    • Fire Protection

OVERALL PROCEDURE
  • Instruction for the work and supervision is given by the test leader
  • All switching and all operational activities will be executed by the regular shift personnel.
  • Ascertain that the sub-system to be energised is ready for operation and has been properly handed over in writing
  • Before proceeding check & obtain confirmation from CPCC/RLDC
  • Energisation is executed by closure of the CB
  • Inspection as well as instrument readings are taken.
  • When the whole system has been energised including the AC line it will be kept in this state for ” 8 ” hours or more.

SAFETY PROCEDURE
  • Energisation implies an abrupt and serious change of the working conditions in the plant.
  • In order to avoid serious accidents thorough information must be dissipated to all personnel and rigorous discipline enforced.
  • All equipments tests and pre-commissioning tests must have been completed, terminated and documentated.
  • Sub-system must be bounded by warning signs. Guards shall be posted at suitable positions.
  • All non-regular objects removed ( ladders, tools, vehicles, work benches, debris etc )
  • Thorough inspection of all areas by commissioning in charge ( Test leader )
  • No deviation whatsoever are not to be tolerated.
