    1. Focused Monitoring of Early Intervention Services in Mississippi Conversations April 7, 2006

Our goal is to ensure that the Early Intervention Experience (i.e., the process of determining the need for Early Intervention (EI) services and the provision of EI services) Meets the unique needs of children and families, Runs smoothly from referral through transition, and Is in compliance with federal regulations

    3. Focus of each district’s monitoring visits The focus will be to investigate and address factors impacting EI services The factors will be identified through data patterns, the district’s self-review, informal complaints, formal complaints, input from families and other community members, factors identified through monitoring, and factors identified while providing technical assistance. We will do more than one visit if necessary.We will do more than one visit if necessary.

    4. Focus of each district’s monitoring visits The monitoring team will work with the district staff to identify and address the factors. The process will be tailored to address the needs in each district. Monitoring goals include identifying, enhancing, and utilizing the district’s strengths as well as addressing weaknesses.

    5. Focus of each district’s monitoring visits Before the site visit ends The first draft of an improvement plan will be developed. Technical Assistance (TA) will be provided and training will begin. The training and TA will address Systemic noncompliance, Additional non-compliant findings, and Additional professional concerns.

    6. SEC. 616. Monitoring, Technical Assistance, and Enforcement. IN GENERAL.--A statewide system described in section 633 shall include, at a minimum, the following components: the general administration and supervision of programs and activities receiving assistance under section 633, and the monitoring of programs and activities used by the State to carry out this part, whether or not such programs or activities are receiving assistance made available under section 633, to ensure that the State complies with this part; SEC. 633. <<NOTE: Grants. 20 USC 1433.>> GENERAL AUTHORITY. ``The Secretary shall, in accordance with this part, make grants to States (from their allotments under section 643) to assist each State to maintain and implement a statewide, comprehensive, coordinated, multidisciplinary, interagency system to provide early intervention services for infants and toddlers with disabilities and their families. SEC. 633. <<NOTE: Grants. 20 USC 1433.>> GENERAL AUTHORITY. ``The Secretary shall, in accordance with this part, make grants to States (from their allotments under section 643) to assist each State to maintain and implement a statewide, comprehensive, coordinated, multidisciplinary, interagency system to provide early intervention services for infants and toddlers with disabilities and their families.

    7. Statutory Requirements State shall report annually to the Secretary (of the US Department of Education) on the performance of the State on the SPP State shall use the targets in the SPP to analyze the performance of each EI program in the State State shall report annually to the public on the performance of each EI program in the State on the targets in the SPP

    10. Fourteen Part C SPP Indicators Performance Indicators (i.e., % served) #2, 5, 6, and 13 Compliance Indicators (Target is 100%) # 1, 7, 8, 9, 10, 11, and 14 New Indicators: Baseline due on 2/1/07 # 3, 4, and 12

    11. Reporting to the Public We must report on: Every indicator except #9, 10, 11, 12 , 13 ,and 14 Every district Every year

    12. Performance Indicators #2, 5, 6, and 13

    13. Indicator #2 Percent of infants and toddlers with IFSPs who primarily receive early intervention services in the home or community settings FFY 2005(2005-2006) 93% of infants and toddlers with IFSPs will receive early intervention services primarily in the home or programs for typically developing children with 100% child outcome-based justifications for remaining 7%.

    14. Indicator #5 Percent of infants/toddlers birth to 1 with IFSPs compared to other states with similar eligibility definitions; and national data. FFY 2005(2005-2006) 0.51% of infants and toddlers birth to 1 will have IFSPs.

    15. Indicator #6 Percent of infants/toddlers birth to 3 with IFSPs compared to (a) other states with similar eligibility definitions; and (b) national data. FFY 2005(2005-2006) 1.43% of infants and toddlers birth to 3 will have IFSPs.

    16. Indicator #13 Percent of mediations held that resulted in mediation agreements. FFY 2005(2005-2006) Based on OSEP guidance, States should not set targets for Indicator 13 unless its baseline data reflect that it has received a minimum threshold of 10 mediation requests.

    17. Compliance Indicators (Target is 100%) # 1, 7, 8, 9, 10, 11, and 14

    18. Indicator #1 Percent of infants/toddlers who receive the early intervention services on their IFSPs in a timely manner. Compliance Indicator – target must be 100%

    19. Indicator # 7 Percent of infants/toddlers for whom evaluation/assessment and an initial IFSP meeting were conducted within Part C’s 45 day timeline. Compliance Indicator – target must be 100%

    20. Indicator #8 Percent of children exiting Part C who receive timely transition planning to support the child’s transition to preschool and other appropriate community services by their third birthday including… (a) IFSPs with transition steps and services; (b) Notification to LEA, if child potentially eligible for Part B; and (c) Transition conference, if child potentially eligible for Part B.

    21. Indicator #9 General Supervision system (including monitoring, complaints, hearings, etc.) identifies and corrects noncompliance ASAP, but in no case later than 1 year from identification. Compliance Indicator – target must be 100%

    22. Indicator #9(A) Measurement A. Percent of noncompliance related to monitoring priority areas and indicators corrected within one year of identification.

    23. Indicator #9(B) Measurement B. Percent of noncompliance related to areas not included in the above monitoring priority areas and indicators corrected within one year of identification

    24. Indicators 9(C),10,11,12,13,and 14 These indicators are grouped together because they involve compliance issues addressed on an individual basis: #10: Complaints #11: Due Process Hearings #12: Resolution Sessions #13: Mediation

    25. Indicator #9(C) Measurement C. Percent of noncompliance identified through other mechanisms (complaints, due process hearings, mediations, etc.) corrected within one year of identification

    26. Indicator #10 Percent of signed written complaints with reports issued that were resolved within 60 day timeline or a timeline extended for exceptional circumstances with respect to a particular complaint. Compliance Indicator – target must be 100%

    27. Indicator #11 Percent of fully adjudicated due process hearing requests that were fully adjudicated within the applicable timeline. Compliance Indicator – target must be 100%

    31. Indicator #4 Percent of families in Part C who report that early intervention services have helped the family Know their rights; Effectively communicate their children’s needs; and Help their children develop and learn.

    32. District Self-Review District staff will determine the resources, training, and technical assistance necessary to implement the State Performance Plan activities applicable at the district level.
