  3. General messages • Before applying MfDR development programmes to be appropriated by stakeholders • Build capacities of Civil Society to guarantee participation in development process • Performance based capacity building for MfDR requires support from donors

  4. Institutional reforms • The implementation of results-based program budget may lead to institutional reforms (case of MoHU-B). • Implementation of instititutional reforms generated by MfDR calls for strong political will and leadership.

  5. Uganda • Horizontal and vertical linkages • Management and decision making • Role and importance of institutional and political setting • Supply and demand for information • Capacity building

General messages • Linkages and synergies must go beyond technical dialogue and include political dialogue • Good flow of information( repor-ting, sharing and feedback) is required for creating linkages • Performance contract is tested • Need for adequate balance between supply and demand of information • Strengthening of statistical offices

Political Processes • Political will is vital/ need to understand and involve political decision makers. • Ensure effective short term concerns of politicians and long term objectives of MfDR • Feed politicians with development results at critical moments in political process • Politicians to be held accountable on MfDR through participatory process involving CSOs
