DEFINITIONS • Sabotage: Any deliberate act directed against a facility containing radioactive source that could directly or indirectly endanger the health and safety of personnel, the public or the environment by exposure to radiation or release of radioactive substances • Security Breach: Unauthorised access to or theft, loss, damage or unauthorised use, removal or transfer of radioactive source or sabotage

  4. ATTRACTIVENESS OF SOURCES • Readily available material • Relatively unsophisticated technology • Minimal security in many instances

  5. EVENTS OF CONCERN • Sabotage • Theft and dispersal – for example, through use in Radiological Exposure Device (RED) Radiological Dispersion Device (RDD)

RADIOLOGICAL DISPERSAL DEVICE Potential Consequences: • People – Contamination/exposure • Environmental – Localized contamination • Psychological impact – Terror/fear • Local economy – Interruptions and losses • Death Main from explosion and or related changes Potentially if high-risk sources of radioactive material are very highly localized

BASIS FOR CATEGORISATION • Graded approach used to ensure that sources with similar consequences are protected using similar security measures • Greater degrees of protection needed for sources whose use in a malicious act could result in higher consequences • Based on IAEA Safety Standard RS-G-1.9 “Categorization of Radioactive Sources” (sealed sources)

The draft has already received an approval by FANR Board of management last week after public and stakeholders reviews • After its issuance: Related license has to be updated FANR will support its implementation through The establishment of Regulatory Guide The organization of seminars, workshops and meetings

FANR-REG-23 Regulation for Security of Radioactive Sources • Scope: Category 1 to 3 of radioactive sources (sealed radioactive sources) or of aggregation of radioactive sources in use, storage and during transportation • Objectives: Protection against theft and sabotage Response in case of security breach

PROCESS • Establishment of a Security Plan and/or Transport Security Plan • Submission to FANR of Security Plan and/or Transport Security Plan • Implementation of Security Plan and/or Transport Security Plan after written approval by FANR • Integration of Security Plan and Transport Security Plan with the overall management system

SECURITY PLAN – 1/2 • Description of Category 1, 2 or 3 Source Isotope, activity and date of measurement, serial number and physical and chemical form radiation practice for which source is used and its categorization specific location in the building or facility where it is used or stored • Plans of the building or facility including the security system used to protect it • Development and maintenance of an effective security culture • Allocation of security responsibilities to competent and qualified persons

SECURITY PLAN – 2/2 • Description of the security system and security management: access control and keys control closed Circuit Television and personnel surveillance identity checks and security background checks of personnel inventories and records information security procedures to be followed before, during and after a technical service contingency and security response arrangements arrangements for review/revision of the Security Plan, Training and security awareness.

TRANSPORT SECURITY PLAN – 1/2 • Description of: category 1, 2 or 3 Source to be transported conveyance in which it will be transported arrangements for securing the shipment during trans-shipment or other stops en route Allocation of responsibilities for security to competent and qualified persons Specific security concerns to be addressed and security measures that will be used to address it • Name, address and business and after hours contact details for the consignor, consignee, carrier and, where used, guard or police service • Reason for which it is being transported

TRANSPORT SECURITY PLAN – 2/2 • Description of the procedural security measures: arrangements for notification contingency or emergency procedures for vehicle accidents or breakdown and security response arrangements security briefings for persons involved in transporting and training identity checks and security background checks of personnel information security means of communication between parties involved arrangements for review/revision of the Plan • Confirmation of compliance with FANR-REG-13 (Safe Transport of Radioactive Materials)

SECURITY AND SAFETY MEASURES • Security measures shall be defined take into account those measures established for safety/protection, which may be sufficient • Security and safety measures shall be developed so that they do not contradict each other • Recognizing that both safety and security have a common aim — to protect persons, society and the environment from harmful effects of radiation — a well coordinated approach in safety and in security is needed

  19. SECURITY SYSTEM – 1/4 • Security measures shall be defined for each security function of: Detection, including assessment Delay Response • Each Category of source requires security measures commensurate to the risk presented if source is used in a malicious act (graded approach)

SECURITY SYSTEM – 2/4 • Detection is the discovery of an attempted or actual intrusion which could have the objective of unauthorized removal or sabotage of a radioactive source • Detection can be typically achieved by one of the following means: Electronic Sensors Human Surveillance Video motion detection via a Closed Circuit Television system (CCTV)

  21. SECURITY SYSTEM – 3/4 • Delayimpedes an adversary’s attempt to gain unauthorized access or to remove or sabotage a radioactive source • Detection can be typically achieved by one of the following means: Fences Locked door Tie-downs

SECURITY SYSTEM – 4/4 • Response encompasses the actions undertaken following detection to prevent an adversary from succeeding • Arrangements requested to communicate with law enforcement personnel following detection of any security breach • Cooperation and assistance requested with law enforcement to locate and recover source stolen or removed

SECURITY MANAGEMENT • Security management measures shall include: Access control to allow access only to persons with an authorised access or persons which are escorted and/or observed Accounting and records keeping Trustworthiness, training and qualification of personnel with security responsibilities Information protection against unauthorisedaccess to Security Plans Approval needed from FANR before transferring or disposing of any Source

  24. PROCEDURAL SECURITY MEASURES • Confirm weekly presence of Sources • Engage annually in practice activities with agencies in order to coordinate response to potential security breaches only for Category 1 • Review annually Security Plan and/or Transport Security Plans • Review annually security measures • Review annually staff access requirements (semi-annually for Category 1) • Conduct annually staff security awareness briefing

SECURITY MEASURES FOR TRANSPORTATION • Transportation only after receiving written approval by FANR of Transport Security Plan provided in advance • Notification to FANR in writing before the proposed date and time of transport • Transportation of Category 1 source only after receiving written approval from FANR • Advise the police of the approved transport of category 1 source • Before commencing international shipment, ensure that arrangements are in accordance with the laws/regulations of States concerned

  26. NOTIFICATION OF BREACH • In the case of theft, loss, damage, unauthorised access, or unauthorised transfer, immediately, notify police force and FANR • In the event of any other security breach, within 24 hours, notify FANR • Notification shall include the following: Circumstances of any Security Breach Steps taken or proposed to be taken to rectify the security breach If source is lost or stolen, any information that might assist in recovering the same • Submit a written report of security breach to FANR within 7 calendar days of the date of the notification

  27. NEXT STEPS • For each already licensee of Category 1 to 3 of radioactive sources Written request by FANR for Security Plans Visit/meeting between FANR and licensee for assessment of its content Submission to FANR of Security Plans Implementation of Security Plans Written approval of the amended license by FANR Finalisation of the process 6 months after the request
