  2. Purpose of Today’s Presentation • Describe ISO-NE’s methodology used during the ninth FCA qualification (FCA #9) process for the review and determination of Qualified Capacity for intermittent resources, specifically Solar and Wind projects

FCA #9 Solar and Wind Proposal Evaluations • Analysis was performed for the proposed projects to calculate the FCM qualified capacity based on technical inputs provided by the Project Sponsors • the analysis used the calculated values to determine if the claimed SQC and WQC were reasonable and consistent based on the inputs • Analysis was performed for 14 PV and 1 Wind proposals • Selection of weather file based on proximity • Weather data file for PV projects are based on Class I, National Renewable Energy Lab (NREL) TMY3 typical years • Weather data file for Wind projects are based on NREL Eastern Renewable Generation Integration Study • Review based on the reliability hours (Per the Tariff) • HE 14:00 to HE 18:00 for summer (June – September) • HE 18:00 to HE 19:00 for winter (October – May) • The average qualified capacity of all PV proposals was determined to be approximately 29% of the nameplate MW • Qualified Capacity values ranged from 27-33% of nameplate

Solar/PV Qualified Capacity Estimator Scope: Provides estimated summer and winter qualified capacity calculations for PV systems in New England (Maine, Vermont, New Hampshire, Massachusetts, Connecticut, and Rhode Island) Estimator Inputs: • Latitude and Longitude • Tracker - single-axis (north-south) tracker • Azimuth • Tilt • Module Type: Mono-Crystalline, Poly- Crystalline and Thin Film • Project Size - AC size in kW

Wind Qualified Capacity Estimator Scope: Providesestimatedsummerandwinter qualifiedcapacitycalculationsforwind projects in NewEngland Estimator Inputs: • Name Plate Capacity(MW) • IEC Class -IEC designclassof thewindturbine eithera1,2, 3 • Elevation(m) • Summer AverageWind Speed(m/s) and Winter Average Wind Speed(m/s) • Average of the median reliability hours • Confidence - confidenceor probability ofexceedance of the predictedvaluescan be selected.The default confidenceis theP50 (Optional)

Qualified Capacity Estimator Data Sources Solar Weathersource is Typical MeteorologicalYears(TMY3) weather data files available fromthe National Renewable Energy Laboratory(NREL) for selected sites in ISO NewEngland's service area (image below) • Wind • Datafrom the NREL Eastern Renewable Generation Integration Study is used to develop relationships of qualified capacity to the inputs provided on the Inputs sheet using multiple linear regression. The regression parameters from these relationships are used in estimating the summer and winter qualified capacities.

Benefits of this Tool • The overall cost of the new estimating tool was approximately $20,000 • For FCA #9, we have eliminated the additional cost of review incurred by the Project Sponsor to a significant degree • Qualification Package Cost Reimbursement Deposit (QPCRD) • Up to $25,000/project is collected to perform qualification reviews and to determine the appropriate qualified capacity value • The new tool resulted in cost savings to the Project Sponsors • The new tool resulted in both cost and time savings to ISO-NE • Analysis performed in weeks versus months

  8. Going Forward • For FCA #10, additional enhancements to the qualified capacity tool will be made • As utilized for FCA #9 qualification, ISO-NE will continue to use this tool to evaluate both generating resources as well as demand resources
