Fee Proposal Timeline: • June 28, 2011-Presented to City Council at Workshop • July 13, 2011-Presented to Leisure Services Advisory Committee • Comments heard from representatives of: • Volusia/Flagler YMCA • Flagler Premier Soccer • Recommendations of LSAC: • Increase monetary gap of hourly facility reservation fee between Individuals/Non-Profits and for Profit groups • Field Lining fees more equitable • Athletic Equipment rental fee-make this fee a deposit that is refundable upon return/condition of equipment • August 9, 2011-Revised Proposal approved by LSAC • September 27, 2011-Revised Proposal presented to City Council • October 11, 2011-Revised Proposal presented to City Council, excluding athletic field and tournament fees.

  3. Why charge fees? • Exclusivity of Use - Customer is requesting reservation of a facility. (e.g., pavilion reservation, field reservation, meeting room reservation etc.) • Reimbursement for services requested - Customer request a City service. (e.g., field lining, increased garbage collection, lighting) • Program Registration – Program presented by the Palm Coast Parks and Recreation Department • Participation or Registration Fee – Customer reserves a facility to conduct a program/event/seminar that is open to the public, but a fee is being charged to the participant • Tournaments - The customer is hosting an athletic tournament and there is a team and/or individual entrance fee to play.

  4. Next Steps: • Present Fee Resolution to City Council-Business Meeting of October 18 • Incorporate City Council Recommendations into Fee Resolution • Implement Fee Resolution upon approval of City Council
