  1. Regional workshop WEC-ADEME “Evaluation of Energy Efficiency Policies in the MENA Region” organised by ANME with the support of UNDP Tunis, 15-16 March 2010 The WEC project on energy efficiency policies evaluation: Policies issues in the industry sector based on the EU experience Dr Didier bosseboeuf , ADEME, France Dr Wolfgang Eichhammer, FHG, Germany

  2. Key issues for Energy Efficiency Measures in Industry • Is there still a potential to be tapped? • What are the most implemented policies • Are there still prospects for subsidies schemes, for which technologies • Future and impacts of voluntary agreements? • CO2 taxation in the industrial sector; • Are there innovative energy efficiency measures in industry any more? • Mandatory versus voluntary or subsidies audits • Impacts of the CDM on energy efficiency? • Measures for SMEs

  3. Energy efficiency measure patterns in industry Financial measures largely dominates Co-operative measures (VA/NA) New market-based Instruments (EU ETS) Financial measures Information/Training Voluntary/Negotiated agreements loose "market shares"

  4. Dans l’industrie, le policy-mix est largement dominé par les mesures financières, les accords volontaires diminuent.

  5. Development of the introduction of industrial energy efficiency measures over time On average stronger introduction of new energy efficiency measures in industry since 2003 (NMC)

  6. Financial measures (2005-2009) Grants for CHP, energy management and auditing, NMC: OPs of the EU

  7. Industry: Technology focus of ongoing financial and fiscal measures

  8. New market-based instruments(2005-2008) Impacts of EU ETS on energy efficiency still largely unknown or estimated quite differently from country to country: high uncertainties

  9. Voluntary agreement in the EU 27 (2005-2009) Still quite a number of "new" VAs after 2005 (but relative importance decreases)

  10. Legislative/Informative measures (2005-2008) Mandatory energy managers and audits: mainly NMC

  11. Cross-cutting with sector-specific characteristics (2005-2008) CO2 and pollution charging; Industry often exempted – few countries !

  12. Legislative/Normative measures (2005-2008) Reference standards for CHP, for buildings, for RES

  13. Information/Education/Training (2005-2008) Audits; support of mandatory schemes; general information campaigns

  14. Recent high impact measures (2005-2008) Half of all EU MS have no high impact measures in the industry sector Others have mainly one high impact measure (cooperative measures)

  15. Industry: semi-quantitative evaluation of measures

  16. Some hints for the debate • Contradiction between the fact that cooperative measures are seen as high impact measures but loose in relative importance. • They are still more classical measures spreading (again) such as subsidies for audits and efficient technologies, mandatory audits and energy manager etc. • There are innovative measures but they need to show their effectiveness more broadly. • Are potentials in the industrial sector more exhausted (process technologies versus cross-cutting technologies)?
