  4. Whiskey Rebellion: No Money, Mo’ Problems • We have a Constitution & a President but … • We still have no money!!! • What’s a Government to do? TAX!!!

Whiskey Rebellion: We’re done with Revolutions • The Government taxes on whiskey manufacturers to pay the war debt. • The tax hits farmers hard because they harvest corn to make whiskey. • The farmers rebel. “TAX?!?! – Thems fighting words!” • Washington rides out with 13,000 men to end the rebellion.
