Chiang Mai, Thailand, • ASEAN+ Japan, China and Korea • Economic Ministers’ Meeting • Mr. Hiranuma, Minister of Economy, Trade and • Industry Proposed • Asian Common Skill Standard Initiative for IT Engineers • Use experience and know-how in IT examination fields - Establish examination system for IT engineers in Asia • Mutual certification based on skill standards  IT human resource development in Asia countries, promotion of mobility and more effective use of IT engineers in Asia

Why Mutual Certification?  To establish common standards for the skills of IT engineers within the region  To reduce costs and risk to companies expanding business overseas when hiring local engineers.  To make it easier for companies in the area to establish business alliance for software development  To provide a common measure for IT engineers seeking employment

  4. Current Status of Mutual Certification

In Japan the organizers are: • Ministry of Economy, Trade and Industry (METI) • Sets standards • Announce examination dates in Official Gazette • List names of successful applicants in Official Gazette • Japan IT Engineers Examination Center (JITEC). • A division of Information-technology Promotion Agency (IPA) • Undertakes all examination administration work • Prepare questions and answer sheets, Select venues, Grade papers, Announce successful applicants, Prepare and deliver certificates signed by Minister

Very brief history of the exams in Japan 1969 First Exams held (Class I and II) 1984 Japan IT Engineers Examination Center (JITEC) Categories added, reviewed and revised to meet social demands 2004 JITEC becomes a part of Information-technology Promotion Agency, Japan (IPA) an independent administration agency under METI

Objectives of the Examination • Improve individual technical competence. • Indicate levels of competence required for various fields of IT engineers, to act as guidelines in education and training. • To establish objective criteria for evaluating skill and competence of IT engineers. Also aims to raise social status of qualified engineers.

Expected Roles of Information Technology Engineers Examination • What does the industry expect from the exams? • Develop high level professionals (43.3%) • Evaluate fundamental skills applicable to various • challenges in information technology (40.2%) • Unlike vendor tests, less emphasis on part of the companies to view qualifiers as immediate work force of specific products.

Preferential Treatment for Successful Candidates • In Japan •  Exemption of certain subjects in other national examinations: • Small and Medium Enterprise Management Consultants Examination Patent Attorney Examination • High school teachers license examination, etc. •  Preferential treatment for employment contracts recognized under Labor Standards Law • In Asia • University degree or 10 year work experience requirement waived when applying for Japanese work visa
