Accessing VACOLS • Website https://vbahinescitrix.vba.va.gov/VBApps/auth/login.aspx • Initial Username & Password in letter from VARO • DOMAN is VBA • If your letter’s Username & Password doesn’t work call VARO help desk • Waco RO (254) 299-9483 • Hou RO (713) 383-1860/1868 or e-mail Hou at VAVBAHOU/RO/IRM

  4. Accessing VACOLS(Internet Icons) • Select (Double Click) on VSOVACOLS_Prod

VACOLS Login • Each Veteran’s Service Organization has its own Login ID and Password. • This ID and Password does not change. • TVC’s Logon ID is SSOTX • TVC’s Password is SNIC52 • The ID & Password are NOT case sensitive. • To obtain ID & Password for other accredited organizations contact their Service Officer.

  6. VACOLS Home Page • In “Appellant ID” enter SSN or file #. • If the file # is different from the SSN, the SSN will not work. • If claim # is 7 digits long, add a zero at the beginning. (Sometimes will only accept 7 digits. Depends on how it was loaded, try both) • If none of the above work, search by using the last name.

  7. Appellant Not Found(No Appeal) • Example of display if SSN or file # doesn’t find an appeal. • Appellant is not available without POA • SHARE may have 1 POA and VACOLS a different POA

  8. Appellant Found with Multiple Appeals • Example of Appellant with multiple appeals. • Note “Status” • ADV = Advanced (On Docket, case at RO) • ACT = Active (Case at BVA) • REM = Remand (Case has been remanded to VBA) • CAV = CAVC (U.S. Court of Appeals for Veterans Claims) • HIS = History (BVA action is completed and appeal is closed)

  9. Selecting HIS (Historical) Appeal • To select (View) an appeal • Click once on the appeal to be viewed then click “View Appeal” Or • Double click on the appeal to be viewed

Historical Appeal • Note the TABS at the top • Docket • Dispatch • Issues • Broker • Address • Prior Locs (Locations) • Attach (Attachments • Diary • Hearings • Rem Reasons (Remand) • Mail • Atty (Attorney) Fee • Oth Docs (Other Documents) • CAVC (Court of Affairs for Veterans Claims • Motion • Note: Status, Diary & Location (Completed Appeal)

  11. Selecting ADV (ADVANCE) / Active Appeal • To select (View) an appeal • Click once on the appeal to be viewed then click View Appeal Or • Double click on the appeal to be viewed

  12. Docket (Default Tab) • NOTE Time Line • Notification (10/16/2006) • NOD & Elected DRO (10/30/2006) • SOC & Partial Grant (12/13/2006) • Form 9 (01/31/2007) • SSOC (02/28/2008) (04/07/2008) (07/07/2008) • DRO Election • BVA Certified NOTE: Hearing Requested “Travel Board”

  13. Dispatch Tab • Displays information concerning a final disposition of the appeal.

  14. Issues Tab • Displays Issues on Appeal • Program • Issue • Levels (Note Diagnostic Code, Pt. 4 of 38 CFR) • Disposition Date

  15. Broker Tab • Some appeals are brokered to other appeal centers called ARC (Appeal Resource Center) for processing

  16. Address Tab • Displays Appellant’s Address & phone #

  17. Prior Locs Tab • Displays date appeal was added to VACOLS & Chronological location history of the appeal.

  18. Attach Tab • Displays all BVA documents attached to the VACOLS record.

  19. Diary (Pg. 1) • Tracks development of appeal • Note Due Date (Diary tab & Due date will turn red if no action has been done by the due date. If two weeks has past from due date call TVC at the RO and make an inquiry) • Multiple issues & TB (Travel Board) Dates are VERY tentative • Inform Veteran / Claimant of options

  21. Hearings • Displays information concerning Field Hearings & BVA Hearings

  22. Rem (Remand) Reason • Displays all reasons why issue(s) was remanded by BVA.

  23. Mail • Displays in-coming correspondence. • U.S. Postal Service • Facsimile (Fax) • Congressional Telephone Inquiry • Interoffice Referral • From White House

  24. Atty Fee • Displays attorney fee agreement data entered by Boards Attorney Fee Office.

  25. Oth (Other) Docs (Documents) • Displays an inventory of other records accompanying a claim folder while under BVA custody.

  26. CAVC (Court of Appeals for Veterans Claims) • Displays information entered by BVA Staff.

  27. Motion • Displays date receipt of a notice of appeal by General Counsel pursuant to appeal of a BVA denial to CAVC.
