Credentials Available • American Speech-Language-Hearing Association (ASHA) CCC-SLP • Illinois Department of Financial and Professional Regulation (IDFPR) License • Illinois State Board of Education (ISBE) Certificates • Department of Human Services (DHS) Early Intervention Specialist Credential

Common Requirements All of these credentials require the following: • Education: master’s degree or equivalent coursework • Supervised clinical practicum • Clinical fellowship • Examinations: Praxis (non-school credentials) or IL Basic Skills and Subject Area (school credentials) • Continuing education for renewal: 10 clock hours per year on average

ASHA CCC-SLP • Requirements • 400 clock hours of clinical practicum • Master’s degree in SLP from accredited institution • Pass Praxis • Clinical fellowship 36 weeks full time, or equivalency part-time, with mentoring SLP • Clinical fellows have 48 months from the date of initiation of the CF in which to accumulate 1,260 hours of experience

ASHA CCC-SLP • Application Procedures • The three-page application form • An official graduate transcript • Application fee • May apply when graduate academic course work and clinical practicum completed and KASA verified by program • Applicants have five (5) years in which to complete the process.

  7. ASHA CCC-SLP • Continuing Education • Must earn 3 continuing education units (30 contact hours) every 3 years • Maintenance cycle determined by date of initial certification • Renewal • Annual renewal required • Fee paid each year by all certificate holders, whether ASHA members or nonmembers

Illinois License • Issued by the Illinois Department of Financial and Professional Regulation (IDFPR) • Two types: Temporary and Regular • MUST HAVE to practice in Illinois • Licensed professionals from other states who hold the CCCs from ASHA may practice for 90 days while they are in the process of applying for a license

  9. Illinois Licenses Requirements for License • Must be 21 • Meet educational standards: • Master’s or doctoral degree from approved program • Pass NESPA • 9 months of supervised clinical experience (CF) OR • ASHA CCC • Master’s degree

  10. Illinois Licenses • Requirements for Temporary License (Designed to allow CFs to work and bill Medicaid and other entities requiring a licensed professional to be administering treatment.) • Must meet all requirements for a license EXCEPT • Need not have completed Clinical Fellowship

Illinois Licenses • Application • Regular/Full License: Have 3 years from date of application to complete the application process • Temporary License: May hold for up to two years • Apply for as you graduate • 120 grace period to work without transcript evidence • Maintenance/renewal • Pay fee • Two-year licensing cycle; expires on 10/31 of each odd year • 20 clock hours of continuing education during the 2‑year licensing cycle

ISBE Certificates • REQUIRED for public school practice • Administered through your Regional Office of Education (ROE) • Most universities preparing students for Type 73 • Type 03/09 (Elementary/Secondary) Age range: • 03 grades K-8 • 09 grades 9-12 • Type 10 (Special/Special Education) Age range: 3-21 • Type 73 (School Service Personnel) Age range: 3-21

ISBE Certificates Type 03/09 (Elementary/Secondary) or Type 10 (Special/Special Education) Teaching Certificates • Can be the sole teacher of a classroom • Educational Requirements: • IL prof teaching standards • Special ed common core standards • SLP standards • Exams: • Pass IL Basic Skills • Pass IL Teaching Subject Area Test • Pass Assessment of Professional Teaching • Fee

ISBE Certificates Type 73 School Service Personnel Nonteaching Certificate • Cannot be the sole teacher of a classroom under this certificate alone • Educational Requirements: • Master’s or Doctoral degree from ASHA-accredited institution • IL license (regular or temporary) • Exams: • Basic Skills • Non-Teaching Speech-Language Pathology Subject Area Test • Fee

ISBE Certificates Type 79: Interim Certification of Speech-Language Pathologist Interns • Intended for licensed individuals with no school practicum; allows route to Type 73 • Requirements • License or CCC or temporary license • Master or doctoral degree from ASHA accredited institution • Valid for 3 years, nonrenewable • Fee

  16. ISBE Certificates Type 74: Provisional Certificate • Applicants from other states • hold comparable certificates • Valid for two fiscal years, nonrenewable • time used to complete testing requirements or remove other deficiencies • must pass tests during the first nine months • Fee

ISBE Certificates • Application Procedures • Forms available online • Type 73 • Take and pass test #154 Non-teaching Speech-Language Pathologist • Take and pass basic skills test • Apply for temporary license • Then apply for Type 73 using electronic process (ECS) • Entitlements processed through designated person at each university

  18. ISBE Certificates • Continuing Education • Type 03/09 and Type 10 • 120 CPDUs within 5 years (10 years if you have CCC) • Type 73 School Service Personnel • Adhere to licensure requirements

Early Intervention EI Specialist: Licensed Speech/Language Pathologist • Requirements for Temporary Credential • Illinois License • Background clearance • EI Systems Overview Training (online component + 3 day training) • Requirements for Full Credential Within 18 months of issuance of temporary credential, the following must be completed: • 240 hours of consultation with SLP in EI • Fulfillment of four core area knowledge requirements

Early Intervention EI Specialist: Licensed Speech/Language Pathologist • Application • Complete EI Credential Application • Complete CBO (Central Billing Office) Enrollment Application • New applicants must also complete background checks • CANTS (Child Abuse & Neglect Tracking System) clearance • Criminal background fingerprint check • Illinois Sex Offender Registry (SOR) • Provide Illinois License documentation • EI Systems Overview Training (online component minimum to be processed; + 3 day training to complete requirement) • Agreement to participate in Ongoing Professional Development Meetings • Submit Ongoing Professional Development Plan (OPDP)

  21. Early Intervention EI Specialist: Licensed Speech/Language Pathologist • Renewal • Full credential renews every 3 years • Complete renewal application • OPDP monthly participation; must document 75% of meetings completed • 30 contact hours of EI specific continuing professional education concentrating in at least 2 EI competency areas (must be approved by Illinois EI system)

  22. Early Intervention EI Evaluator (Add-on intended for those who provide initial evaluations and determine eligibility; 6 month temporary credential issued) • Requirements • EI Specialist Credential • Illinois License • Evaluation/Assessment for Early Intervention Workshop • Six months of pediatric post degree supervision • 3 years (FTE) pediatric experience • at least 20% with birth-3, • minimum of one year (FTE) pediatric experience at least 60% with birth-3 - OR - • A letter of verification from a CFC manager • 3 sample evaluation/assessment reports conducted within the last six months. • Within 4 months of temporary credential, must submit 3 initial evaluation reports for review

New GraduatesWhen Can I work? • Non-school settings….. • You can work in a non-school setting for up to 120 days without a temporary license, as long as you are in the process of applying and have completed all requirements other than degree verification • You MUST apply to IDFPR BEFORE beginning to work • Employers may want a letter from the Department verifying receipt of your paperwork

  26. New GraduatesWhen Can I work? • School settings….. • You need a certificate to work in the schools • Obtain a Type 39 (Substitute) certificate if you will begin work before your Type 73 and licensure paperwork is processed

New Graduates from Illinois Programs • Finish requirements for academic and clinical experiences in CAA accredited program • If you intend to work immediately after graduation, take Praxis midway through your last semester • Approximately 3 weeks before graduation, apply for Temporary and Regular License, minus the “ED” form (you must do both at the same time)

  28. New Graduates…… • Upon graduation, have Registrar of your university complete the “ED” form certifying your degree and send to IDFPR • You have 120 days from the time IDFPR received your original paperwork to complete your file with the “ED” form • You may legally practice during this time (Public Act 94-1082)

  29. New Graduates …… • Complete and send Application for the Certificate of Clinical Competence in Speech-Language Pathology 2005 Standards (ASHA CCC) • Must have original signatures from applicant and Program Director of your graduate program • Allow 4 – 6 weeks for processing

  30. New Graduates …… • Designated person at your university certifies your Type 73 packet is in order (must have passed Illinois Test of Basic Skills and #154 Non-Teaching SLP Test, completed a school practicum, and have taken an Educational Psychology and a Survey of the Exceptional Child class) • Apply for Type 73 via Illinois State Board of Education website • If completing program and an approved Illinois program, choose “entitlement” option. • If not, choose “transcript evaluation” • Do this immediately after graduation

Professionals Switching SettingsSchool to Non-School • If you are working in the schools without a license, you must obtain an IL License in speech-language pathology before you can practice in another setting • If never previously licensed, apply through “Acceptance of Examination” • If previously licensed in another state, apply through “Endorsement” • If licensed has lapsed, apply through “Restoration”

  32. Professionals Switching SettingsNon-school to School • Must obtain a school credential (Type 73 School Service Personnel Certificate) through ISBE • If completed an IL program, follow “Entitlement” procedures • If completed program in another state, follow “Transcript Evaluation” procedures

Professionals Switching SettingsNon-school to school • Without completion of school-based practicum, you must apply for an Interim Certificate (Type 79) • You must have a masters degree and either (1) an IL license, (2) an ASHA CCC plus a license from another state and a application for IL licensure, or (3) a temporary IL license

Professionals Switching SettingsNon-school to school …… • An Interim certificate is valid for 3 years and is not renewable • SLP can be paid while completing 150 clock-hour supervised internship • Completion of 150 hours of supervised experience and passage of certification tests (Basic Skills and Speech-Language Pathologist Non-teaching #154) will fulfill requirements for Type 73 certificate. 

  35. Professionals From Out of StateWith ASHA CCC • Licensure…… • If licensed in another state, apply for IL license under “Endorsement” procedures • If not licensed in another state, must apply under “Acceptance of Examination” procedures

Professionals From Out of StateWith ASHA CCC • School Certificate….. • If you hold a certificate with comparable endorsement in another state, you may apply for a Provisional School Service Personnel Certificate (Type 74) • Must pass the tests required for Type 73 no later than 9 months from the issue date of the certificate • Valid for 2 years

  37. Professionals From Out of StateWithout ASHA CCC • ISBE does not have a requirement for ASHA CCC • For IL licensure, you must either have an ASHA CCC or be currently working toward it and completing a CF experience

Lapsed CredentialsASHA CCC • Must complete an Application for Reinstatement and meet the Certification Standards currently in effect (2005 standards) • If lapsed 5 years or less: submit reinstatement application, reinstatement fee, and evidence of professional development hours based on the number of years lapsed

Lapsed CredentialsASHA CCC • If lapsed more than 5 years, submit: • Reinstatement form, appropriate fees, confirmation of completion of a modified Clinical Fellowship experience, confirmation of completion of 30 hours of professional development, and confirmation of successful completion of the Praxis Examination within past 5 years

  40. Lapsed CredentialsIllinois License • Must follow Restoration procedures: • If your license has been inactive, or in non-renewed status, for less than 5 years, you must call IDFPR (217-782-0458) for detailed instructions

Lapsed CredentialsIllinois License • If it has been expired or inactive for more than 5 years: • You must submit a completed “CT” form (proving you had a prior license), completed Restoration form, and one of the following: completed “VE” form (verifying employment), form for restoring after active military service, or passing Praxis score • In addition, you must submit proof of 20 hours of continuing education during the 2 years prior to Restoration • You also may be required to appear before the Board of Speech-Language Pathology for an interview

  42. Lapsed CredentialsISBE School Credential • Certificates that are not registered for more than five consecutive years are considered to have lapsed • State law specifies that lapsed certificates may be reinstated for one fiscal year by paying the fees owed for each year of non-registration

Lapsed CredentialsISBE School Credential • A reinstated certificate may only be renewed by….. • Earning 5 semester hours of credit in the field of professional education • Coursework must be completed during the year of reinstatement or the previous 5 years • Or by presenting evidence of holding a valid regular certificate of some other type • You can then apply for renewal as usual

Lapsed CredentialsEarly Intervention Lapsed for one year or less… • EI Credential Reinstatement Application • CBO Enrollment Application • The original continuing professional development requirements (30 EI approved hours) AND • documentation of ongoing professional development meetings OR a plan to participate in ongoing professional development

  45. Lapsed CredentialsEarly Intervention Lapsed for more than one year… • Must re-apply • credential and CBO enrollment applications • Meet any new educational, experiential, and/or training requirements for the credential that they are applying • Attend any required systems-based trainings

  46. Don’t Let Your Credentials Lapse! • Reinstatement of, or reapplication for, lapsed credentials can be difficult and time-consuming, and may involve duplication of previously met requirements. • Apply for all of the credentials for which you are eligible as a new professional. • Maintain all professional credentials for life! • It will never be as easy to obtain credentials as it is when you begin practice – make the most of your work and give yourself the flexibility to change practice settings in the future.

Non-master’s Degreed Support Personnel • Speech-Language Pathology Assistants (SLPAs) • Must be licensed by Illinois • Must have AA in SLPA (not BA/BS)from ASHA approved program • Can work anywhere but home health • Must be supervised by licensed SLP with 2 years experience and 10 clock hours of training • Do not have own caseloads

  49. Non-master’s Degreed Support Personnel • Speech-Language Pathology Paraprofessionals (SLPPs) • Only allowed through special provisions in Illinois public schools • Have BA/BS in field • Have ISBE-defined supervision and caseload requirements

  50. Non-master’s Degreed Support Personnel • Early Intervention SLP Associate credential – DHS • Issued to licensed SLPAs and to CFs with a temporary license • Services billed through supervisor • Supervision consistent with licensure requirements and with supervision during client services at a minimum of once each month
