  1. BUDGET SERVICES Strategy 1 – Budget Management 1. Produce a balanced operational budget by September 30, 2013. • Continually update three-year budget projection models. • Produce and review monthly expenditure and revenue performance (actual vs. budget). • Continue – through departmental Tier reduction models – to identify potential cuts and efficiencies. • Work with Constitutional Offices to reduce their share of the current operating loss. • Evaluate revenue options that help shift the funding burden from property taxes. • Continue to actively pursue federal stimulus funding. GOAL: Long Term Goal #1… Promote sound and transparent short and long term fiscal policies and practices.

  2. BUDGET SERVICES Strategy 2 – Coordination & Outreach 2. Communicate early and often with stakeholders (internal and external). • Meet monthly with departmental fiscal officers to review results and strategize for future. • Impanel a Finance & Taxation Committee to promote cross-functional communication and coordination. • Meet in January/February with all Constitutional Offices to discuss budget issues, concerns, and/or approach. • Provide, at a minimum, quarterly budget status updates to the Board of County Commissioners. GOAL: Long Term Goal #1… Promote sound and transparent short and long term fiscal policies and practices.

Provide millage, revenues, and expenditures recommendations to the BoCC during the budget process. • Provide feedback from Constitutionals and Finance & Taxation Committee to BoCC. • Provide BoCC rollback property tax rates. • Provide recommendations for dedicated funding sources for mandated water quality (Total Maximum Daily Load) and transit system costs. GOAL: Long Term Goal #1… Promote sound and transparent short and long term fiscal policies and practices.
