Monitoring and asses s ment in Latvian NRNSU

SIA «Latvijas Lauku konsultāciju un izglītības centrs» is implementing external and internal monitoring and assessment processes for events in the Latvian National Rural Network Support Unit (NRNSU). The organization is collaborating with the EU Commission, Ministry of Agriculture, RDP evaluators, Institute of Agrarian Economy, and National Level NGOs to ensure effective monitoring and evaluation. They are also developing a new self-assessment methodology for all events, focusing on quality indicators and the collection of relevant data.

SIA «LatvijasLaukukonsultāciju un izglītībascentrs» • External monitoring and assessment: • EU Commission; • Ministry of Agriculture; • RDP evaluators- Institute of Agrarian Economy; • National level NGO (through the Cooperation Council). • Internal monitoring and assessment: • Quantitative; • Qualitative self-assessment.

  3. SIA «Latvijas Lauku konsultāciju un izglītības centrs» Where are we now • We have developed project of events plan for2016 and now discussing it withthe Ministry of Agriculture. • We are working on new, more deep and more individual self assessment methodology of all events.

  4. What will be different? SIA «Latvijas Lauku konsultāciju un izglītības centrs» • Regarding each planed event following information is collected and discussed betweeninvolved teamand top management: - description of the event; - methodology and/or guidelines; - time frame; - objectives, quantitative indicators; - qualitative indicators and methods of data collection; - resources needed; • responsible person and support team.

Quality indicators and methods SIA «Latvijas Lauku konsultāciju un izglītības centrs» • Information and explanation - very important is to recognise significance of quality indicators and how we can benefit from them. • Identification of existing information - there are already many information collected and many reports written. It is important to identify and use them. • Regularity of quality measures - how often it is useful to measure each event (for example, once per 3 months, once a year) • To determine the «right» method – self- assessment within the NSU team (like brainstorming, open space groups etc) has same importance as ratings received from participants/users.

  6. What will be different? SIA «Latvijas Lauku konsultāciju un izglītības centrs» • All activities plans will be collected in our Data base, to ease reporting procedures and collection of statistics.
