Brief on Mongolia • Territory - 1.5mln square km • Population – 2.6mln • 1.2 mln – lives in urban areas • 1.4 mln – lives in rural areas • Infrastructure: • Monopoly of Mongolian Telecom Company • 5.6 subscribers per 100 people (1:50) • 2 (3rd and 4th are coming up) mobile operators • 520,000 subscribers (1:5) • 11 – ISPs: • Over 200,000 users

  3. 2.5 Comparing Position of ICT readiness in Mongolia The greatest gain in rank was posted by Mongolia which advanced from 103rd in 2003 to 75th in 2004. However, continuous efforts are required for Web Measure & Telecommunication Infrastructure. 2. ICT development in Mongolia • E-Mongolia program - 16 result-oriented objectives • One of top ten in Asia by year 2012 • No corruption + no bureaucracy +7/24 = E-Government • Affordable internet • One home-one PC • IT literacy for ALL • E-commerce, Distance Learning • Tele medicine • Outsourcing • Towards “digital” democracy • Shortest Euro-Asia Fiber optic link through Mongolia • Fiber to every home • Integrated coding system, Zip code • Registration = the mystery of capital • Smart card for citizens and institutional memory for Government. • Email for every one, web site for every organization • Mobile phone for every herdsman

Current situation with soums • Limited or almost no access to information • Newspapers and magazines delivered in 7-20 days • 1 TV – national broadcaster mostly • 1 radio – national broadcaster mostly • Limited or almost no access to services • Basic telephone service • Money transfer services • Shops • Mobile services 80 soums (40%)

Access to basic public services • Receive social security payments (pension, disability, etc) • Access to basic health service – hospitals have in average 2 persons (doctor and a nurse) to provide basic service. The closest health service is about 100km away • Access to education – primary education • 192 soums have electrical supply • Basic telephone line has reached all soums

  11. Demand at soum level • Involve in “Computers for all” program • Participate in leasing program • Communication with government at aimag and central levels • Establish Community Information centers • centers at aimag level • None at soum level

Mobilizing communities • ICTA • MASCO – Mongolian association of computer suppliers • MISPA – Mongolian Internet Service providers • USOF • Information and service centers – subsidized, supported, entrepreneurial: • Community participation: • Find and involve active and influential citizens – leadership and guidance • Involve communities from Ulaanbaatar • Involve local governor’s office in this process • Involve businesses – find new employment opportunities for citizens: typing documents, etc.
