Developments in ASA • The situation at ASA is stabilising, with the newly elected President having met with SASCOC on numerous occasions • The NF is still facing some financial challenges which were inherited from the previous management • The NF held its SGM on 25 October 2014 whereby the 2012 and 2013 Financial statements were approved • SASCOC assisted the NF with R260k towards the delivery of a team to the World Junior Champs in the US. • A meeting was held recently with the NF to discuss preparations for Rio 2016, selection policy and potential squad

  12. Developments in SAFA • SASCOC leadership met with the SAFA leadership • SASCOC highlighted its three main areas of focus: • High Performance and Team SA delivery • Coaches development and qualifications • Academy System incorporating the Provincial and District Academies

Developments in SAFA • SAFA raised concerns and asked SASCOC to help guide in: • Addressing the proposed ban on alcohol sponsorship • Release of players for national duty • Preparation and delivery of Team SA where football is part of Team SA • SAFA raised the case of Chief Mwelo Nonkonyane and stated that they had exhausted all internal processes in this regard

  14. Developments in SAFA • SAFA reported that they were going to their AGM with an audited financial statement that showed a R12 million rand surplus • SAFA also mentioned that they were due to sign a lucrative R2 billion rand TV deal that would help boost SAFA and football development.

Activities • Undertook Road Shows to 6 Provinces (FS, WC, EC, GP, NW, KZN) • Shared SASCOC’s mandate, vision and planned programmes and projects • Highlighted support required from the Provinces • Delivered Team SA to the World Games • 39 athletes • 26 officials (coaches, managers, GTM, Medical, media) • 9 sports codes • 4 medals (33rd position)

  17. Operation Excellence • Supported 56 Olympians • Supported 38 Paralympians • Support included: • Living expenses • Medical aid/ medical support • Equipment • Transport • Training camps and Competitions

Athlete Career Programme (ACP) • Held 3 sessions • 2 in November 2013 • 1 in March 2014 • 32 athletes benefited • Training focused on: • Discovering personal characteristics • Transferable skills • Creating profiles and CVs • Networking and marketing • Interview preparation • Best fit occupations

Gemona Agreement • The agreement was officially signed on 26 November 2013 • To date, the following teams have used the facilities: • Combined squad (athletics, para-athletics, boxing, canoeing, judo, swimming) • Para athletics squad preparing for the IPC Grand Prix • Commonwealth Games athletics squad • Individual athletes (athletics)

Chinese Taipei Olympic Committee Agreement • The agreement was renewed in 2013 • Exchange programmes already implemented: • Hosting of the CTOC Tug of War women’s team • Hosting of SA’s Table Tennis youth team • The host caters for: • Boarding and lodging • Local ground transport • Training and competition facilities • Coaching

Alignment of existing Provincial Academies • Implementation of the Indaba Resolutions • Resistance from some stakeholders • The following Provinces have aligned: • Gauteng • Free State • Limpopo • Mpumalanga • Eastern Cape • NW went through the process, however • raised issues instead of implementing the • resolutions of the SGM

National Training Centre • The NTC officially launched on 07 Aug 13 • The NFs will access the Centre’s training facilities at no cost • The NFs will receive scientific and medical support services from qualified and experienced support staff • The support staff will work closely with the NFs’ technical and coaching teams to develop and enhance the performance of athletes

Talent identification and development • Long Term Participant Development • 41 NFs participated in the programme and developed their LTPD plans • 25 NFs already launched their plans • 10 NFs in the 3rd wave are expected to complete the process by Nov 2014 • Various challenges have been experienced, with funding being a major hindrance in the implementation process. • All NFs expected to implement this to create a base for Talent ID and development. The LTPD also underpins the Academy System and should be linked to the School Sport Programme

Coaches Development • Forged partnerships with key stakeholders to implement Coaches Development programmes • SRSA • CATHSSETA • SAQA • UK Sport • Recognised as one of the Lead Partners by the ICCE • Serve on the WADA Education Committee • Creation of an African Coaching Council • Implementation of Recognition of Prior Learning (RPL)

  29. Coach Developer Programme • Implementation of the Framework already commenced • 22 National Coach Developers Trained • 4 were selected to be National Coach Education Advisors (NCEAs). Endorsed by their respective NFs. • Training of Provincial Coach Developers (PCDs) implemented in all 9 Provinces (229 - phase 1; 165- phase 2; 82- phase 3)

Graduate Development programme • 20 interns were appointed as part of the programme • 18 were placed in the 9 provinces and 2 at SASCOC • The main objective was for the interns to assist with the Implementation of the LTCD and research programme while gaining practical experience from March to August 2013. • The programme was funded by CATHSSETA

Coaches Development • Creation of a Professional Body for Sports Coaching • It is anticipated that coaching as a profession will be legislated by 2016 • All coaches in South Africa should be licenced and certified to practice as a coach • There will be a database of all coaches and their levels of certification and qualification • Creation of a South African Higher Education Platform for Sports Coaching • This will include Higher education institutions which have pledged their support for the coaches development programmes and will focus on research and development of coaching

Olympic Solidarity • Two athletes benefited from the Sochi 2014 Scholarship – Sive Speelman and Lejanne Marais • Rugby 7’s team has been allocated the Team Support Grant for Rio 2016 ($100k) • Cedric Finch from swimming completed the International Coaching Enrichment Certificate Program (ICECP) • Cycling and Sailing benefited from the sport specific Scholarship for Coaches programmes • Gymnastics, Rowing, Sailing and Volleyball benefited from the Technical and Regional Courses for Coaches

Bursary Scheme • Nine athletes were supported through the SASCOC bursary fund • The fund focuses on provincial and National level athletes • They need to be studying towards a career in sport • The following athletes benefited in 2013: • Katlego Sotsaka(rowing) • Akani Simbine (athletics) • Kristen Matthews (fencing) • Suzaan Broodryk (athletics) • Jacqui Joubert (athletics) • Justine Palframan (athletics • Nthabiseng Matshaba (football) • Landelani Ngubane (basketball) • Maite Makola (football)

  34. ICCE Global Coaching Conference • Held bi-annually under the auspices of the International Council for Coaching Excellence (ICCE) • Attended by 127 international and 229 local delegates • Major milestones achieved at the conference – • Launch of the International Sport Coaching Framework (ISCF) • Creation of a platform for the African Coaching Council • SASCOC Board member elected as ICCE Vice President for Africa

General Assembly meetings • SASCOC, in line with its constitution, and governance, held the following meetings: • General Meeting – 13 April 2013 • AGM – 31 August 2013 • SGM – 09 November 2013 (to adopt new constitution and creation of an Association) • Presidents Council – 22-23 June 2013 • Meeting of Presidents to discuss key strategic and policy issues pertinent to the sport movement • Resolutions of the Presidents Council get ratified by the General Assembly at the AGM

Bidding and Hosting • SASCOC members now complying with the Bidding and Hosting regulations and process • We have approved, to date hosting of 8 international events between April 2014 – mid 2016 • Challenges faced range from: • NFs bidding for events without having government guarantees or SASCOC approval • NFs not having enough funds to host the events, leading to an emergency bail out by SASCOC, Lotto and SRSA

  37. Monitoring and Evaluation • Created a M&E Section within the Operations and NF Support Department • Constituted a panel comprising of SASCOC officials, representative from SRSA and chaired by a Board member • Held one-on-one meetings with NFs which focused on: • Governance • Geo-political boundaries • Strategic and Business plans • Transformation

Dispute Resolution • SASCOC has a dispute resolution mechanism • The mechanism encourages NFs to exhaust internal processes/remedies • SASCOC mediates if the dispute has not been resolved • We urge members not to go to a court of law • Membership resolved to terminate membership when disputes are taken to a court of law

Dispute Challenges • SASCOC receives too many disputes without due process being followed • This is time consuming and costly • It detracts from our core responsibilities of delivering High Performance sport • Purported Government interference as an escape by NFs who do not want to be investigated
