  10. Objective of QEC • QEC is to enhance the quality of our Academic Programmes and also inculcate Quality Culture through adoption & implementation of Self Assessment Procedures as per QA Manual of HEC.

Functions and Responsibilities of DQA • Responsible for implementation of quality assurance procedures /policies of HEC with a view to improving the academic standard of the university. • Development of QA Processes and Evaluation Methods for the improvement of curricular and their delivery system. • Ensuring, that the University’s QA Procedures are designed in conformity with the Quality Standards and Criteria provided by QAA of HEC. • DQA is member of the following statutory bodies: 1. Academic Council 2. HERC • Quality Assurance Coordinators (QA Coordinators) for each campus/constituent Units for coordinating all QA Activities under the guidance of DQA.

  13. Mechanism of Quality Assurance Cycle • QEC / QAD is to initiate QA Cycle one semester prior to the assessment • Department forms the Program Team (PT) that will be responsible for preparing Self Assessment Report (SAR). • SAR must contain, mission, objectives, course outline, facilities available, about faculty and expected outcomes of the program. • PT conducts Surveys for outcomes / Feedback. • QEC reviews / ensure the documentation. • Assessment Team (AT) forms in consultation of Director Campus & HODs. Rector approves final nomination. • AT conducts assessment and presents its finding in ‘EXIT MEETING’. • QEC / QA Dte submit executive summary to the Rector. • QEC sends Implementation Plans to HODs. • Follow up the Implementation Plans by QEC.

  14. Self Assessment Survey Forms • Student Course Evaluation Questionnaire-(To be filled in by students at the time of course completion) • Faculty Course Review Report-(To be filled in by each teacher/faculty at the time of course completion) • Teacher’s Evaluation Form –(To be filled in by Students on the end of each semester) • Survey of Graduating Students-(To be filled in by Graduating students in last year/semester prior award of degree) • Research Student Progress Review Form-(To be filled in by MS/M.Phil and Ph.D students on six monthly basis) • Survey of Department Offering Ph.D. Programs-(HOD is to filled the survey form on six monthly basis) • Faculty Survey- (To be submitted on annual basis by each FM) • Alumny Survey-(To be conducted by DSA and PTs of departments on annual basis) • Employer Survey-(To be conducted by DSA and PTs of departments on annual basis) • Faculty Resume-(All are to submit this Resume on 31st December each year)

  15. Achievements of QEC • Quarterly reports on activities of QA Directorate are forwarded to HEC. • HEC on the basis of performance of QEC / QA Dte, place universities in W, X, Y and Z categories. • BU awarded the highest category ‘W’ in adaption of QA procedures.

  16. Achievements of QEC (Cont..) • BU obtained 24% points in 1st Assessment in May 2010 by HEC and got ‘Z’ category . • BU obtained 77% points in 2nd Assessment in Dec 2010 by HEC and got ‘X’ category. • BU obtained 82% points in 3rd Assessment in Aug 2011 by HEC and got ‘W’ category.

Ranking of Pakistani Universities • First time, HEC announced ranking of Pakistani Universities in 2006. • All Public Sector Universities were divided into six category i.e. Agriculture, Engineering & Technology, Health, Art & Design, Management and General. • BU was placed in ‘General’ category and its ranking was 19 out of 24 General Universities.

QS World University Ranking Singapore • Quacquarelli and Symonds (QS), who founded QS World Universities Ranking System in 1990 based in Singapore. • Only 04 universities of Pakistan are on QS World Universities Rankings. NUST at 401, UET Lahore, Karachi University, and University of Lahore are at 600 out of 700 Universities of the world over. • BU applied for QS Ranking in March 2011. and has been placed in waiting list for Ranking in 2012. • Online profile of BU has been created & being upgraded regularly on QS Website. BU will be placed in QS WUR in October 2012.

  25. Institution Performance Evaluation Report Higher Education Commission (HEC) initiated a pilot project for Institutional Performance Evaluation for five Universities on the four standards: Organization and Governance Faculty Institutional Resources Curricula and Academic Programmes

  26. Institution Performance Evaluation Report (Cont..) The Experts visited HQ BU from 19 April -21 April 2011 and thoroughly inspected and evaluated the performance of BU on the four standards: Dr. Azam Ali Khwaja, MD QAA, HEC Dr. Mary-Linda Armmacost, Senior Fellow, HEC Engr. Muhammad Ismail, DQA, NUST Mr. Sarfraz Pirzada, Advisor QEC, COMSATS Mr. Fida Hussain, DG QAA, HEC

  27. Other universities selected for pilot study were: Quaid-e- Azam University Islamabad Agricultural University, Faisalabad Shah Latif University, Khairpur Iqra University, Islamabad / Karachi

  28. Comments & clarification on certain errors/mistakes and observation have been prepared & forwarded to HEC for correction. IPE Review panel took nine months to prepare the IPE review report of BU. Copy of the report along with salient points is under circulation on file for views & comments of Directors & HODs

Despite its youth, a distinct BU culture has already started emerging and is clearly visible in the behavior of its main stakeholders, namely its administrative staff, students & faculty”

Dr Najam-Ul-Islam of EE Department of BUIC will be resource person. • Implementation of QA procedures at all affiliated Units. • QA Workshop/Training sessions for new PTs/FMs at Karachi and Islamabad. • Notification for appointment of QA Coordinators at Campus/ Constituent unit level. • Online filling in of Survey Forms.
