  1. Military Occupational Specialty Administrative Retention Review (MAR2) Flowchart * Note: For MAR2 Processing, any reference to Career Counselor will be a PMOS 79S Post Retention receives Soldier’s P3/P4 Profile from PAD office. Checks to ensure profile is valid. If profile is not valid to be processed through MAR2, then profile sent back to PAD office. Checks for approved retirement by verifying that the Soldier’s IMREPR code is 9Y* using EDAS and also determines if Soldier is on assignment instructions. Post Retention changes IMREPR code to 9H, begins tracking log and sends profile and sample packet directly to servicing Senior Career Counselor on DA Form 200 (see DA Form 200 remarks column for special instructions) 14 day suspense date will be issued and will start from the date the Senior Career Counselor receives the P3/P4 profile from Post Retention. * Soldiers with approved retirements coded 9Y are not required to be processed under the MAR2 *MAR2 packet contains: BN CDR’s Recommendation Letter CDR’s Recommendation Letter Soldier’s Statement eProfile ( KENNER Validate as needed ) Sprint Hearing test (if applicable) Table 10 (DA PAM 611-21 – MOS Smartbook) For CDR reference –Do not send to HRC DA Form 4856 Any additional supporting documents If any Commander needs more clarification of the Soldier’s medical limitations from health care professionals, he/she may request a 14 day extension through the BN Cdr to Post Retention, via military (.mil) email account, while awaiting clarification from medical personnel. Career Counselor counsels Soldier on DA Form 4856 and assists Soldier as necessary to complete his/her statement. Soldier needs to include pertinent information such as if the injury was received during wartime. 4856 and Soldier statement is forwarded to Company Commander to review and counsel Soldier. Company Commander will forward initiated MAR2 packet with Co Cdr statement through Career Counselor to Battalion Commander. Commander’s Recommendation needs to include if the Soldier can be deployable or work in field conditions in either the current MOS or another MOS, and any information that needs to be known. I.e. Wife/Soldier pregnant, Soldier pending UCMJ, Soldier pending surgery, Cdr has never witnessed the Soldier perform their PMOS because of profile, etc. Company Commander reviews profile and initiates MAR2 packet Is an SRR incurred? Servicing Career Counselor processes reenlistment, extension or DCSS Battalion Commander reviews MAR2 packet, adds his/her memo and forwards through Career Counselor to Post Retention. Post Retention forwards packet to HRC for adjudication. If Post Retention does not receive the MAR2 packet or a requested extension within the 14 day suspense date, the profile and a statement by the Installation Command Career Counselor will be forwarded directly to HRC IAW implementation guidance. Post Retention receives decision memo from HRC within 14 days, updates tracking log, forwards decision report to servicing Senior Career Counselor and monitors any SRR actions. Career Counselor will inform Bn/Co Cdr of MAR2 decision and completes Part IV, Assessment of the DA Form 4856 with the Soldier. Career Counselor will ensure the Soldier gets a copy of decision report. If the Soldier desires to appeal, his/her appeal will be forwarded through Retention channels to HRC. Career Counselors will monitor and report timeliness of appeal process. See MAR2 implementation guidance for suspense and appeal criteria. Once the appeal process is complete one of the below will occur: HRC refers back to MEB Soldier not qualified for another MOS in the Army inventory Post Retention forwards MAR2 packet to the PEBLO section BN Career Counselor verifies that Soldier reported to MEB office within 5 days of notifying Soldier and notifies Post Retention if Soldier did or did not comply RECLASSIFY Training loaded in ATTRS and new PMOS with ASI “4A” entered into EDAS by HRC. All MEDPROS and EDAS/IMREPR codes will be inputted by HRC; copy of decision report to PAD to update profile to “W” if appropriate. RETAIN IN PMOS Utilized IAW physical limitations; copy of decision report to PAD Servicing Career Counselor distributes Decision Report to S1 for MOS orders and assignment processing and reports MAR2 process is finalized to Post Retention YES NO Servicing Career Counselor changes IMREPR code to 9Q, sends DCSS to Post Retention Soldier reenlists or extends to meet the SRR and servicing Career Counselor notifies Post Retention of SRR action taken Post Retention requests reclassification training and assignment be deleted by HRC. Closes out tracking log once deletion(s) are completed Soldier will be used in an UNQUALIFIED MOS as Command sees fit until ETS. As of: 15 Dec 10
