  3. Federalism • Divides power between state and national governments Powers to the states • 10th amendment- all powers not given to the national govt. or not denied to the states.

  4. Power to set up local govt. • Conduct elections • Public schools • Oversee businesses • Laws

  5. Shared Powers • Collect taxes, borrow money, set up courts, enforce laws, punish lawbreakers

  6. Those who favor a strong national govt. opportunities in different states are not always equal

  7. Federalism in Action • Some argue that state govts. Should be allowed to fit laws and programs to the particular needs of their citizens.
