President James Monroe- the 5th President of the U.S. Monroe Doctrine- statement of the United States policy on the activities and rights of European powers in the Western Hemisphere. Declared that America was no longer open to European gains Expansionists-People who believe in expanding their territories. John Quincy Adams- a Secretary of State who convinced President Monroe that the US should develop its own policy which would safeguard US interests independent of Britain.
