  1. My involvement with Project • Developed Qualifications Framework • Prepared the Packaging Rules • Wrote many of the Competency Standards • Wrote template for the Toolboxes • Wrote several of the Toolboxes.

  2. This Session • My thoughts on preparing for implementation from a Training Institute perspective.

  3. Background The Qualifications Framework features: • 242 Competency standards • which will enable delivery of 52 qualifications • across 6 Labour Divisions.

  4. Packaging Rules Packaging Rules exist which prescribe requirements for creating a qualification – they identify: • The mandatory competencies – by unit name • The choice of elective competencies.

  5. Preparing for Implementation My thoughts for implementing Toolboxes – this is what I think Training Institutions need to do: • Establish links with local industry – Industry Advisory Groups/Trade Working Groups: • Suggest one per Labour Division rather than ‘Hospitality’ • Involve SMEs & large operators • Meet with them • Determine best meeting days/times (Continued)

Preparing for Implementation • Ensure link to local Training authority/MOT responsible for the project: • Attend their meetings • Become involved • Identify assistance available – advice; $$; expertise; contacts • Stay in touch • Demonstrate support for the initiative & willingness to participate (Continued)

Preparing for Implementation • Promote & explain Toolboxes and Qualifications Framework to: • Industry/individual employers: • Make personal visits • Explain at IAG/TWG meetings • Show & distribute sample Toolboxes & assessment items • Raise awareness of the benefits – standards; portability & recognition • Seek possible trainers &/or assessors (Continued)

Preparing for Implementation • Promote & explain Toolboxes and Qualifications Framework to: • Secondary schools: • Meetings with teachers/Career Advisors • Talks to ‘final year’ students • Highlight benefits of students obtaining qualifications under this system • Share sample Toolboxes • Distribute promotional material (Continued)

Preparing for Implementation • Promote & explain Toolboxes and Qualifications Framework to: • Media: • Prepare & distribute series of press/media releases – about the project; what you are doing; resources you are buying; staff you are hiring • Be available for interviews • Provide sample Toolboxes • Liaise with authorities to link your Training Institution to that body • Invite media to visit your facility.   10. Preparing for Implementation • Obtain electronic copy of all 242 Competency Standards – and distribute to potential trainers/assessors • Obtain all available Toolboxes as they become available & distribute ‘some’ to relevant venues and identified trainers/assessors (Continued)

Preparing for Implementation • Work with ‘stakeholders’ (industry/employers, school leavers, individual learners, others?) to determine/confirm: • Qualifications to be offered: • What do they want? • How many staff are they prepared to enrol? • What days for training suit them? • What times of the day? • On-the-job or off-the-job training? Preparing for Implementation • Units to be offered within those qualifications: • Which ones are needed for the workplaces to benefit from the training? • Which units do students need in order to get a job? • Guard against only offering units you want to offer – you must be ‘customer focussed’ • Do not select units based on cost to deliver, time, ease of delivery (Continued)

Preparing for Implementation • Analyse Competency Standards & Toolboxes for selected units to: • Identify trainers/assessors required – and recruit same • Obtain physical resources to enable & support training delivery and assessment: • Buy? • Use industry resources? • Co-operate with other Training Institutes? (Continued)

Preparing for Implementation • Work with trainers to: • Ensure familiarity with Competency Standards & Toolboxes • Develop session plans for scheduled training – hours & dates • Make sure required resources are available: • To enable training delivery – PowerPoint projector, boards etc • As necessary for each unit – tools/utensils/equipment & other requirements to enable training (chemicals, food, beverages) (Continued)

Preparing for Implementation • Prepare Training Institute-specific: • Advertising material • Enrolment forms • Statement of Attainments/Certificates • Appeals process • Other support documentation & protocols/policies for practice – for example: • Course change documents • Confidentiality policy • Base requirements for engagement of trainers/assessors (Continued)

  17. Preparing for Implementation • Conduct pilot program: • Of 1 or 2 qualifications • Monitor progress & implementation • Obtain input/feedback (written & interviews) from: • Industry • Trainers/assessors • Students (Continued)

  18. Preparing for Implementation • Identify problems & challenges • Review & (if necessary) revise: • Competency Standards • Toolboxes • Trainers/assessors used • Training delivery & assessment methods used • Fees • Timetables/schedules • Resources used.
