BHHF & the WV MHPC • Duties of MH Planning Councils: • Review the MH Block Grant Plan & make recommendations. • Advocate for adults with SMIs and children with SEDs. • Monitor, review and evaluate the allocation & adequacy of state MH services. • DD Councils receive funds directly from US DHHS for operations vs. no requirements or funds for state planning activities for state SA authorities. • AMH, CMH & DADA fund MHPC operations with $59,000.
BHHF & the WV MHPC • MH Planning Councils mandated (but not funded) beginning in 1986. States must engage in MH planning in order to receive MH BG funds. • Key stakeholders must be included (consumers, families, parents, agencies). • A yearly MH BG application/plan must be submitted by the State. • Formula grant awarded to states to promote community-based Systems Of Care. WV receives @ $2.6 million a year in MH BG funds. • Stakeholders must have input into the plan development.
