  2. Background to Programme • Drivers have included: • Policy 4 of the Mayor’s Draft MWMS to increase recycling rates from flats in the capital • High number of flats in London • 47% flats / 53% doorstep properties • London’s low flats recycling performance • Typically around 10%

  4. Informal consultation for Programme • Workshop with key stakeholders in Feb 2010 • Continuous input from GLA, London Councils and WRAP • Meetings with all JWDA • Flats Recycling Programme Steering Group - May and June 2010 • Ad hoc discussions with key stakeholders 4

Programme basics • £5 million allocated within 2010/11 Business Plan • All funding agreements in place by 31/3/11 • All schemes fully operational with money spent by 31 March 2012 • The funding will be allocated on a competitive basis and will be split over two rounds: • 1st Round: Deadline for completed applications forms 10 September - £2m allocation • 2nd Round: Deadline for completed application forms 3 December - £3m allocation

  6. Types of scheme The programme is available to local authorities wanting to: • Introduce a new flats recycling service • Expand an existing service • Improve the performance of an existing service.

  7. What will the Programme fund? • Recycling collection infrastructure inc. the containers/liners, vehicle/staffing costs or other service delivery for: • Dry recycling infrastructure • Organic recycling infrastructure • Recycling site improvement work • Incentive schemes

Schemes not funded by the Programme • Communications campaigns • Funded through RfL • Reuse collection / infrastructure • Funding allocated within LWARB business plan • Treatment/sorting infrastructure post collection • AD, MRF, HWRC • Collection trials & desk based studies • WRAP ROTATE advisory service

  10. 1. Flats • Types of flats: funding will be made available for the following types of households in flats: • Purpose built flats (mansion & high rise blocks) • Flats in converted properties (more than 8 flats in 1 building) • Flats in commercial buildings (flats above shops)

  11. 2. Legacy • Legacy: projects must prove a lasting impact, fit with the strategic aims of the local authority and have a medium to long term commitment (minimum 4years)

Partnership • Prerequisite to have the relevant housing organisation as a partner for the project • Further partnerships are likely to increase the chances of a project receiving funding especially where additionality is shown • LWARB may promote further partnership working e.g. joint procurement

  13. 4. Funding Type • Capital • Preference to fund capital infrastructure • Revenue • Small amount • Commitment to ongoing costs for 4 yrs • Of total LWARB funding requested • Up to 80% capital • Up to 20% revenue

  14. 5. Match / Leverage • No limit on % of scheme costs funded by LWARB • More match the LA puts into the project the better, especially in terms of VFM scoring • No maximum amount of funding awarded per project • VFM key metric

  15. 6. Understanding need • Understanding the reason for the amount and composition of funding requested • Understanding the reason for the specific project proposed • Basis for scheme e.g trials, best practice

  16. 7. Communications plan • Outline communications plan required with the application form • Full communications plan required with funding agreement • All proposals must use RfL iconography and be approved by RfL For information on developing a communication plan please see WRAP guidance

  18. Making an application • Read guidance note and full evaluation methodology • Complete application form - Form 1.1 • Complete financial and tonnage/CO2 model - Form 1.2 All Documents on LWARB website by 5pm today

Application information cont. • General description/information of scheme • Partnerships – who, role etc.. • Deliverability of the scheme – why project, methodology, project plan, E&M • LA support and housing provider support inc. PM • Details of; • materials markets • procurement process • Draft communications plan.

Evaluating applications • Evaluation methodology developed by Committee to include the following: • Value for money (over 4 years) • Waste diverted per LWARB £ • CO2 diverted per LWARB £ • Project Viability • Demonstration of partnership • Rationale for funding (higher weighting) • Deliverability of the scheme (higher weighting) • Commitment of LA support and housing provider support • Consideration of materials markets • Consideration of procurement process • Communications plan. 21

Funding decisions • Funding decision will be made as follows: • Review and evaluation by the LWARB Business Development Unit team • The Flats Recycling Programme Committee will make recommendations to the Board • The LWARB Board will consider and take the final funding decision on applications at Board meetings or via the urgency procedure.

Roles of the Committee • To agree the application form and criteria by which LWARB assess the suitability of applications • To review applications for potential investment • To provide recommendations for the Board based on the ability of short listed proposals to fulfil the Board’s objectives;
